The attached Resolution authorizes the Mayor of the City of Omaha to apply for and accept a
Nebraska Affordable Housing Trust Fund (NAHTF) grant of $183,000.00 from the Nebraska
Department of Economic Development. The City will use the NAHTF funds for the
rehabilitation of owner-occupied housing units in the Columbus Park neighborhood, southeast of
28th and Leavenworth Streets.
The estimated cost for the rehabilitation of 10 homes is $333,000.00, comprised of$183,000.00
in NAHTF funds with the balance of funding provided from FY 2011 Community Development
Block Grant and/or Lead-Based Paint Hazard Control grant funds.
This grant application will assist the City implement the Single-family Rehabilitation Program in
the 2011 Consolidated Submission for Community Planning and Development Programs Action
Plan that was approved by the City Council on December 14, 2010 by Resolution Number 1356.

Columbus Park Homeowner Rehabilitation Program
Project Summary
The City of Omaha requests $183,000 in Nebraska Affordable Housing Trust Fund assistance
through the Nebraska Affordable Housing Program (NAHP) for the Columbus Park Homeowner
Housing Rehabilitation Program. These NAHP funds will be matched with $150,000 in City of
Omaha Community Development Block Grant and/or Lead-Based Paint Hazard Control funds.
The Columbus Park neighborhood is an economically and physically distressed neighborhood
located in Midtown Omaha on the western fringe of the Central Business District. The target
area is located within this neighborhood and is bounded by Leavenworth Street on the North,
24th Street on the East, Woolworth Avenue on the South and 28th Street on the West. Consisting
of approximately 25 blocks, the Columbus Park target area contains 224 owner-occupied houses.
Twenty-one homeowners in this area already have contacted the City Planning Department to
request assistance with the rehabilitation of their homes. According to data from the U.S.
Department of Housing and Urban Development, over 75 percent of the residents are in
households with incomes less than 80 percent of the Area Median Income (AMI). Between the
2000 and 2010 Censuses the population increased by almost 23 percent while the housing unit
count increased by only one unit to a total of 707 housing units. However, an active
neighborhood association, Destination Midtown and inCOMMON community development
organizations and members of the Omaha Healthy Homes Partnership are committed to the
revitalization of the neighborhood and service to the residents.
The Columbus Park Homeowner Housing Rehabilitation Program will revitalize the
neighborhood through complete exterior rehabilitation and necessary interior rehabilitation of
owner-occupied houses. The Program will address childhood lead poisoning with lead-based
paint interim control measures and education. All housing units assisted with NAHP funds will
meet full NDED Rehabilitation Standards and the Omaha Property Maintenance Code. The
Columbus Park Homeowner Housing Rehabilitation Program will rehabilitate a minimum of 10
homes with NAHP assistance.
The members of the Healthy Homes Partnership, which includes Habitat for Humanity,
Weatherization Trust, Rebuilding Together, Brush-Up Nebraska, Omaha Pubic Power District,
the Neighborhood Center, Omaha Healthy Kids Alliance and other organizations, are targeting
their resources to the Columbus Park area. Through this Partnership the number of homes
assisted is expected to be doubled or tripled. Additionally, the City of Omaha will assist
landlords improve properties thorough it's HOME-funded Rental Rehabilitation Program. The
City's reEnergize Program will assist with residential and commercial energy conservation.
Code enforcement activity will be increased.
Eligibility is open to low- and moderate-income homeowners (80% of AMI or less). The City of
Omaha Target Area Program and Reinvestment Area Program Homeowner Financing Guidelines
underwriting standards will be applied in this Program. Priority will be given to households
with children at risk and highest priority given to cases where children have elevated blood lead
levels. The Program will not include permanent relocation or demolition activities.

WHEREAS, the City of Omaha, Nebraska is an eligible unit of localhgovernment
authorized to file an application under the Nebraska Affordable Housing Act:,for Nebraska
Affordable Housing Trust Fund (NAHTF) assistance; and, T
WHEREAS, the City of Omaha, Nebraska, has obtained citizen comments on
housing and community development needs, and on August 17, 2011, conducted a public hearing
on an application for NAHTF funding to rehabilitate owner-occupied homes in the Columbus
Park Neighborhood and received favorable public comment respecting the project; and,
WHEREAS, the rehabilitation of low- and moderate-income owner-occupied
homes is a priority of the City's Consolidated Submission for Community Planning and
Development Programs and the Single-family Rehabilitation Program is included in the 2011
Action Plan approved by the City Council on December 14, 2010 by Resolution Number 1356.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the Mayor is hereby authorized to execute all necessary documents and
amendments with the State of Nebraska Department of Economic Development to secure a
Nebraska Affordable Housing Trust Fund grant in the amount of One Hundred Eighty-three

paint interim control measures and education. All housing units assisted with NAHP funds will
meet full NDED Rehabilitation Standards and the Omaha Property Maintenance Code. The
Columbus Park Homeowner Housing Rehabilitation Program will rehabilitate a minimum of 10
homes with NAHP assistance.
The members of the Healthy Homes Partnership, which includes Habitat for Humanity,
Weatherization Trust, Rebuilding Together, Brush-Up Nebraska, Omaha Pubic Power District,
the Neighborhood Center, Omaha Healthy Kids Alliance and other organizations, are targeting
their resources to the Columbus Park area. Through this Partnership the number of homes
assisted is expected to be doubled or tripled. Additionally, the City of Omaha will assist
landlords improve properties thorough it's HOME-funded Rental Rehabilitation Program. The
City's reEnergize Program will assist with residential and commercial energy conservation.
Code enforcement activity will be increased.
Eligibility is open to low- and moderate-income homeowners (80% of AMI or less). The City of
Omaha Target Area Program and Reinvestment Area Program Homeowner Financing Guidelines
underwriting standards will be applied in this Program. Priority will be given to households
with children at risk and highest priority given to cases where children have elevated blood lead
levels. The Program will not include permanent relocation or demolition activities.
