The park improvements include the construction of a picnic shelter on a concrete slab with two (2) picnic tables near the playground at The Grove Park, located at approximately 187th and Howard Street. On September 12, 2011, the Parks and Recreation Advisory Board approved $57,000.00, including soft costs, for these park improvements. All costs are 100% obligation of the S&ID General Fund. The Parks, Recreation and Public Property Department request your consideration and approval of the attached Resolution. The 11.3 acre park, located at approximately 187th and Howard Streets, includes a playground,walkways and open space. The S.I.D. 438 is requesting approval of additional to construct a picnic shelter with picnic tables on a concrete pad on the north side of the playground. The estimated cost is $57,000 including$1 1,355 in soft costs for engineering,testing and staking. The S.I.D. would like to fund the project from its Construction Fund for General Obligation Debt. RECOMMENDATION: Though, the park master plan does not show a picnic shelter, the staff of the Parks, Recreation and Public Property Department agrees that the park and surrounding neighborhood would benefit from this addition. However, the staff recommends that the project only be approved with the condition that the project be funded from the S.I.D.s general operating budget and not the Construction Fund, so as not to incur additional general obligation debt. If the S.I.D.will agree to this condition,the staff recommends approval of the project.
