The west end of the sidewalk will transition to a 10 foot wide concrete trail in conformance with the City's Trail Master Plan. On July 18, 2011, the Parks and Recreation Advisory Board approved the costs in the total amount of$94,588.00, including 30% soft costs, for these park improvements. An amount of $34,794.00 will be paid from the general fund of each of the S&ID Nos. 326 and 445, for a total amount of$69,588.00. The Finance Department is authorized to pay the remaining cost in the amount of$25,000 from the City of Omaha, 2010 Parks & Recreation Bond Fund No. 13355, and Organization No. 117316, 2011 Issue Parks & Culture Bond. However, there is no sidewalk along the Cunningham Lake Recreation Area, forcing those walking to the Lake to walk in the street. The SID's are requesting permission to build a 6' wide sidewalk connecting their sidewalk to just across from Wenninghoff Road. At that point,the 6' walk would transition to a I 0' trail which would continue to the east entrance of Cunningham Lake. Eventually, the 10' section would tie into the future north end of the Keystone Trail along the west side of Wenninghoff. The total cost of the project is estimated at $94,588, including 30% soft costs. The Parks Department is willing to commit up to $25,000 for the 10' wide section of trail. The remaining costs would be split 50/50 between the two SID's, or and estimated $34,794 each. In both cases, the funds would come out of the general operating funds of the SID's. No new debt would be incurred. RECOMMENDATION: The staff of the Parks, Recreation and Public Property Department agrees that this section sidewalk is an important connection from the neighborhood to the Lake and fully supports this project. Staff recommends approval of$34,794 to be provided by both SID 326 and SID 445 including soft costs. The bid documents should include a breakout for the 10-foot wide section of trail which would be funded by the City Parks Department. The width of the sidewalk/trail will vary, starting at the existing single family residences on the east at 4' wide, then transitioning to a 6' width and remaining 6' in width to Wenninghoff Road. From Wenninghoff Road to the trails termination at the entrance drive into Lake Cunningham the trail will be 10' in width. A sketch of the proposed improvements overlaid on an aerial photograph is attached. The estimated construction cost of the project is $72,760. Anticipated costs for legal, engineering, staking and construction management are estimated at $21,828 for a total project cost of$94,588. Parks and Recreation Department staff have recommended participation by the City of Omaha in the amount of$25,000 with the remaining costs to be split 50/50 between SID 326, Lake Cunningham Hills and SID 445, Lake Cunningham Ridge. Construction funds of the respective SID's will not be used to fund this project. Both SID's have a sufficient amount of money in their general funds that this project can be paid for in cash. An engineer's estimate of costs and a cost allocation are also attached. The approval of the Parks Advisory Board is hereby requested for this project. } �� .�.
