This project is part of the 38-unit condo development, Towns at Little Italy, completed in 2008 within the Little Italy neighborhood of the Dahlman Neighborhood Association. This plan contemplates the new construction of a 47-unit, market-rate apartment building consisting of mostly studios and 6 two- bedroom units in addition to on-site parking. The Redevelopment Project Plan recommends the City's participation in the redevelopment of this project site through the allocation of TIF in an amount up to $490,000.00 to offset the costs of acquisition, site work, architectural and engineering, which includes $12,000.00 of TIF for public improvements. Cunningham,RA,F.SAME Planning Director DATE: November 30,2011 SUBJECT: 8TH STREET TOWNS,LLC TIF REDEVELOPMENT PROJECT PLAN Southwest of 8th and Pacific Streets Case#C3-11-219 This project represents the redevelopment of unimproved land and will consist of the new construction of a 47 unit, market-rate apartment building and on-site parking. This project is part of the 38-unit condo development, Towns at Little Italy, completed in 2008 within the Little Italy neighborhood of the Dahlman Neighborhood Association,just south of the Old Market in Downtown Omaha. The unit mix will be 41 studio units and 6 two-bedroom units. Fifty on-site parking stalls will be provided,in addition to the on- street parking. Bluestone Development,LLC is the developer and has a proven track record of successful projects. The 22 Floors and 9ines are recently completed TIF projects in North Downtown Omaha; The Rows at SOMA and J Lofts are old projects near and in the Old Market. The developer's market study and waiting lists demonstrate the demand for this type of product. Although the project site is currently zoned HI-ACI-1, the developer has requested a zoning change to R8-ACI-1. An administrative subdivision was recently completed. Ownership is in the process of transferring to the 8th Street Towns, LLC entity. Public improvements will include sidewalks on 8th and on Pacific Streets, new landscape improvements,additional street lights and repaving the alley between 8th and 9th Streets. This plan represents a project based on estimated figures and projections that are subject to change as project costs are finalized. This project will be required to comply with all Planning Department and Planning Board recommendations. The TIF amount is for up to $490,000.00. The TIF will offset costs of land acquisition, site work, architectural and engineering, and public improvements on- and off-site of this project. We have requested and will receive $12,000.00 of the TIF amount as a TIF contribution for public improvements adjacent to and surrounding the project site. Total estimated project cost is$3,685,000.00. The project is scheduled to be substantially completed by the fall of 2013. No Building Permit will be issued based on a site plan that does not comply with the provisions of the Zoning Ordinance. The project site and area meet the requirements of Nebraska Community Development Law and qualify for the submission of an application for the utilization of Tax Increment Financing to cover cost associated with project development as submitted for approval through the Tax Increment Financing process. Mayor • • • • Project Description Application Requirement "A" • Summary • In 2008, Bluestone Development completed the 38-unit Towns at Little • Italy development at 7th and Pacific Streets. The driving force behind • this development was to create a community in close proximity to • downtown with lower price point homes, without compromising design • aspects expected in urban dwellings. The townhome project was very successful and sold out in 2009. It continues today as a vibrant • community within the Little Italy neighborhood. • • We are now excited about bringing additional housing to the Little Italy • neighborhood. The proposed 47-unit apartment project is directly • across the street from the Towns at Little Italy, between 8th and 9th Streets on Pacific. The properties on this block were purchased during • the construction of the townhomes to both enhance the neighborhood • for the townhomes and to add additional residences at a later date. • • The project is located in the Dahlman neighborhood which is positioned immediately south of the Old Market in downtown Omaha. • This Italian neighborhood is one of the oldest residential neighborhoods in Omaha with traditional architecture and a very • community/neighborhood oriented feel. The neighborhood is located • near the Old Market and downtown Omaha, making the services of the Old Market readily available to the residents of the area and allowing • • for an active urban lifestyle. • In the past 3 years, Bluestone Development has had great success in building small studio apartments targeted at Generation Y. Both our • 22 Floors and 9ines mixed-use buildings on 13th Street directly across from the new baseball stadium have included small studio apartments • that have rented up extremely quickly. Bringing this product to the • Little Italy neighborhood fits in perfectly with the urban design aspect • previously brought to the neighborhood with the townhomes and also • meets the need for reasonably priced rental housing in the area. • • • • We have requested and will receive $12,000.00 of the TIF amount as a TIF contribution for public improvements adjacent to and surrounding the project site. The project is located in the blighted area of North Omaha/ Downtown Omaha. • 2.
