The attached Resolution approves a community redevelopment area designation for a study area of
Census Tract 24 and Census Tract 20, Block Group 3 with boundaries generally described as South 24"'
Street on the west, I-80 on the south, Martha Street at 21 st Street to Castelar at 16th Streets on the north,
and Riverview Road on the east. This means that the area meets the standard established by Nebraska's
Community Development Law as being blighted and substandard.
The designation is intended to supplement and not supplant previous determinations that some areas
within the study area have previously been declared community redevelopment area. The designation is a
prerequisite to utilizing the tools available under the Nebraska Community Development Statutes,
including Tax Increment Financing to offset some of the development and public infrastructure costs
associated with future redevelopment plans for the revitalization of the study area.
The Planning Board approved designation of the study area as a community redevelopment area at the
February 1, 2012 public hearing.

This is to affirm that based on 2000 US Census data and a review of current US Census data, that Census Tract
24 meets the conditions to be declared Community Redevelopment Area/Blighted and Substandard and to
establish a finding of blighted and substandard conditions for Census Tract 20, Block Group 3. The study area
of Census Tract 24 and Census Tract 20,Block Group 3 consists of the approximately 404.63 acres of land and is
generally bounded by South 24th Street on the west, I-80 on the south, Martha Street at 21st Street to Castelar at
16th Streets on the north,and Riverview Road on the east.
This study area is located in census tracts and in a block group that continue to display characteristics of blight
as defined in Nebraska Community Development Law. The study area encompasses functionally obsolete
structures, defective or inadequate street layouts, deterioration of site and other improvement (particularly in
the Vinton Business District area), traffic patterns that need to be improved and other factors which
substantially impair the development of the study area.
The approval of the designation that the study area meets the conditions of a Community Redevelopment
Area/Blighted and Substandard,in accordance with Nebraska Community Development Law,will allow the
use of tax increment financing. Redevelopment within this area particularly in the business districts along
South 24th Street and within the Vinton Business District would contribute to the sound growth of this area.
The proposed designation meets the requirements of Nebraska Community Development Law.

This is to affirm that based on 2000 US Census data and a review of current US Census data,that Census Tract
24 meets the conditions to be declared Community Redevelopment Area/Blighted and Substandard and to
establish a finding of blighted and substandard conditions for Census Tract 20,Block Group 3. The study area
of Census Tract 24 and Census Tract 20,Block Group 3 consists of the approximately 404.63 acres of land and is
generally bounded by South 24th Street on the west,I-80 on the south, Martha Street at 21st Street to Castelar at
16th Streets on the north,and Riverview Road on the.east.
This study area is located in census tracts and in a block group that continue to display characteristics of blight
as defined in Nebraska Community Development Law. The study area encompasses functionally obsolete
structures, defective or inadequate street layouts, deterioration of site and other improvement (particularly in
the Vinton Business District area), traffic patterns that need to be improved and other factors which
substantially impair the development of the study area.
The approval of the designation that the study area meets the conditions of a Community Redevelopment
Area/Blighted and Substandard,in accordance with Nebraska Community Development Law,will allow the
use of tax increment financing. Redevelopment within this area particularly in the business districts along
South 24th Street and within the Vinton Business District would contribute to the sound growth of this area.
The proposed designation meets the requirements of Nebraska Community Development Law.

DESIGNATION OF COMMUNITY REDEVELOPMENT AREA/SUBSTANDARD AND BLIGHT
Census Tract 24 and Census Tract 20, Block Group 3
The study is to re-affirm a finding of blighted and substandard conditions for Census Tract 24
and to establish a finding of blighted and substandard conditions for Census Tract 20, Block
Group 3. The study area is comprised of approximately 404.63 acres and is generally bounded
by South 24th Street on the west, 1-80 on the south, Martha Street at 21st Street to Castelar at
16th Streets on the north, and Riverview Road on the east.. The study area continues to
encompass defective or inadequate street layouts, functionally obsolete structures,
deterioration of site and other improvements particularly in the Vinton Business District area,
traffic patterns that need to be improved and other factors which substantially impair the
development of the study area.
The proposed Community Redevelopment Area/Blighted and Substandard area is located in
census tracts that continue to display characteristics of blight that satisfies requirements of
Nebraska Community Development law, based on the last published census. The per capita
income and age of structures meet the criterion for blight for Census Tract 24 and Census Tract
20, Block Group 3 according to the most recent U.S. Census Bureau, American Community
Survey 5-year estimate 2006-2010. The unemployment criterion for blight was also met for
Census Tract 24 according to the most recent U.S. Census Bureau, American Community Survey
5-year estimate 2006-2010. See spreadsheet attached.
This designation will allow for the preparation of redevelopment plans within the study area,
which will authorize the utilization of Tax Increment Financing (TIF). If approved, TIF may be
used to cover some of the TIF eligible costs associated with acquisition, demolition, site
preparation, environmental remediation, grading and public improvements.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the primary objectives of the City of Omaha's Master Plan and Community
Development Program are to encourage additional private investment and infill development within
inner-city neighborhoods; and to eliminate the conditions which are detrimental to the public health,
safety and welfare by developing vacant,underutilized property within these neighborhoods; and,
WHEREAS, State Statute 18-2109 requires that before any redevelopment plan be
prepared, the City Council must declare that the proposed redevelopment area, hereinafter called a
community development area, meets the standards established by Nebraska's Community Development
Law as being a substandard and blighted area in need of redevelopment;and,
WHEREAS, a study was conducted within Census Tract 24 and Census Tract 20, Block
Group 3 consisting of approximately 404.63 acres and generally bounded by South 24th Street on the west,
I-80 on the south, Martha Street at 21m Street to Castelar at 16th Streets on the north, and Riverview Road
on the east; and,
WHEREAS, the study area meets the conditions of both a blighted and substandard as
defined by State Statute 18-2103 pursuant to the analysis described in Exhibit "A" attached hereto and
made a part hereof; and,
WHERAS, this analysis and designation shall supplement and not supplant the areas
already declared blighted and substandard within the study area; and,
WHEREAS, the City of Omaha Planning Board recommended approval that the study
area be designated a community redevelopment area at their public hearing on February 1,2012..
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA:
THAT, the study area of Census Tract 24 and Census Tract 20, Block Group 3 with
boundaries generally described as South 24th Street on the west, I-80 on the south, Martha Street at 21 St
Street to Castelar at 16th Streets on the north, and Riverview Road on the east is hereby declared to meet
the standards of a substandard and blighted area in need of redevelopment as contemplated by the
requirements of Nebraska Community Development Law and is hereby designated a community
redevelopment area.
