The attached Resolution amends the Omaha-Council Bluffs Consortium Consolidated Submission for
Community Planning and Development Programs (the "Consolidated Plan") for Fiscal Years 2008 and
2011. The changes proposed by this resolution are to the Home Investment Partnerships Program
(HOME)and the Community Development Block Grant Program(CDBG).
These amendments are necessary to provide funding to meet an urgent need for youth employment due to
lack of federal funding from other sources and to provide funding for a homeless veterans housing
development that is ready to begin construction. Funding increases will be offset by reductions in
projects that are not progressing and from year-end closing of projects with unspent balances.
The Home Investment Partnerships Program is amended to: 1) reduce the FY 2008 Single-family Infill
Housing Program by $120,000.00; 2) reduce the FY 2011 Veteran's Village Housing Development by
$250,000.00; and 3)add the FY 2011 Victory Apartments Project with a funding of$300,000.00.

The Community Development Block Grant Program is amended to: 1) reduce the FY 2011 Economic
Development Flexibility Fund by $500,000.00; and 2) add the FY 2011 Step-Up Omaha Youth
Employment Program with a funding of$600,000.00.

Notice is hereby given that the.Omaha City Council has set Tuesday, April;8,
2012 at 2:00 'p.m. as the date of .Public Hearing on an Amendment to:-_the
Omaha-Council. Bluffs Consortium Consolidated Submission for Community
Planning and Development Programs for Fiscal Years 2008 and 2011:
The changes proposed are to the Home Investment Partnerships Program...
(HOME),and the Community Development Block Grant Program (CDBG). The.-
amendments are:necessary to provide funding to meet an urgent need for:yo th .
employment due.to `lack of federal funding from other sources and to.0avide'. .-
funding for a homeless veterans housing development that is ready to-begin
construction. . Funding increases will be 'offset by reductions in projects that are
not progressing and from year-end closing of projects with unspent balances../.
The Home 'Investment Partnerships Program is amended to: 1) reduce the FY
2008 Single-Family Irifill Housing Program by $120,000.00;..2) reduce the -FY
2011 Veteran's Village.Housing Development by $250,000.00; and 3).add-the`FY
2011 Victory Apartments Project with a funding of$300,000.00.
The Community Development Block Grant Program 'is amended to: 1) ,reduce
the FY 2011 Economic Development Flexibility Fund by $500,000.00; and 2).add..
the FY .2011`..Step-Up Omaha Youth Employment Program with a funding: of

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Title I of the National Affordable Housing Act of 1990 requires that, in
order to receive direct assistance under certain federal programs including the Community Development
Block Grant Program, state and local governments have a strategy that has been approved by the U.S.
Department of Housing and Urban Development; and,
WHEREAS, on December 20, 2011, by Resolution No. 1399, the City Council of the
City of Omaha approved the City's Fiscal Year 2008 Omaha-Council Bluffs Consolidated Submission for
Community Planning and Development Programs, as amended, called the FY 2008 Consolidated Plan;
and,
WHEREAS, it is necessary to amend the FY 2008 Consolidated Plan for the HOME
Investment Partnerships Program by reducing the Single-family Infill Housing Program by $120,000.00;
and,
WHEREAS, on December 20, 2011, by Resolution No. 1399, the City Council of the
City of Omaha approved the City's Fiscal Year 2011 Omaha-Council Bluffs Consolidated Submission for
Community Planning and Development Programs, called the FY 2011 Consolidated Plan; and,
WHEREAS, it is necessary to amend the FY 2011 Consolidated Plan for the HOME
Investment Partnerships Program by reducing the Council Bluffs Direct Homeownership Program by
$55,900.00 and by reducing the OHA Rental Assistance Program by $50,000.00; and to amend the FY
2011 Consolidated Plan for the Community Development Block Grant Program by decreasing the
Sixteenth Place Housing Project by $400,000.00, reducing the Emergency and Handyman Program by
$38,000.00 and adding the new Samaritan Housing Project with a funding of$38,000.00; and,
WHEREAS, in accordance with the City of Omaha Citizen Participation Plan, said
proposed amendments to the City's FY 2008 and 2011 Consolidated Plans were advertised in the Omaha
World Herald, and citizens will be given thirty(30)days to comment on the proposed changes;and,
