Transmitted herewith is a Resolution authorizing the Purchasing Agent to issue a purchase order
in the amount of$61,888.00 to Allied Systems, Inc. for two replacement digester mixing pumps
at the Missouri River Wastewater Treatment Plant.
In a 2009 evaluation, the condition and wear issues of the digester mixing pumps at the Missouri
River Wastewater Treatment plant was completed and at that time it was recommended to
completely replace the existing type of pump with a specific type of Vaughn pump. Two pumps
were replaced at that time, and now that the remaining two pumps need to be replaced, it is
requested that bidding procedures be waived in accordance with Section 5.16 of the Home Rule
Charter of 1956 for the purchase of unique and non-competitive items, so that two new
replacement pumps can be matched to those replaced in 2009.
Allied Systems, Inc. will supply the replacement pumps as outlined in the attached Quotation
dated 13 January, 2012. The total cost of the parts and freight for this purchase is $61,880.00 and
will be paid from the Sewer Revenue Fund 21121, Missouri Treatment Plant Maintenance
Organization 116613.
Allied Systems, Inc. has filed the required Annual Contract Compliance Report Form in the
Human Rights and Relations Department.
The Public Works Department requests your consideration and approval of the attached
Resolution.

Subject: Replacement of Two Digester Mixing Pumps at the Missouri River
WWTP
In September of 2009, CH2MHILL completed an evaluation of the digester Mixing
Pump Wear issues at the Missouri River WWTP. Its recommendation at that time was to
install Vaughan Model HE10R12CS-160 Horizontal End Suction Bare Chopper Pumps
with High Chrome Iron Parts for the wear surfaces. Quotations were sought from three
manufacturers to meet the needs of the mixing system at that time. Due to several
considerations in the evaluation, the Vaughan Chopper Pump option was the lowest cost
alternative for pump replacement.
The City purchased two replacement pumps in 2009 and now needs to replace the other
two pumps in this installation. Based on satisfactory performance, an updated cost
quotation for the Vaughan pump was received at $30,944.00 per unit delivered for a total
cost of$61,888.00. Please prepare a resolution to Allied Systems, Inc. for approval by
the City Council for this purchase. Funds for this contract should come from cost center
21121-116613-42417.

attachments. If you have any questions, please contact me at 444-3915 x203.

1 . Summary of Mixing Pump Wear Problems
The pump mixing systems for digesters at the Missouri River WWTP were installed and
began operation in 2002[?]. Mixing systems pumps were Vaughan Chopper pumps supplied
by Liquid Dynamics Corp. The mixing pumps must operate continuously for the digestion
process to meet required process performance. Significant wear became evident after
approximately four years service,which is a relatively short life expectancy for the service
conditions and materials subject to wear. Engineers at Liquid Dynamics and Vaughan have
studied the installation and condition of worn impellers and cutter bars,trying to find the
root cause of excessive wear in this installation,when many other similar digester mixing
applications have much longer wear life.
Two of the four pumps have been refurbished with replacement of the wear components
from maintenance stocks and purchase of some components. One of the pumps was
replaced with a heavier design upgrade of the original pump by Vaughan. The fourth pump
was replaced by a Wemco ChopFlow pump,which is used in some mixing systems by
Liquid Dynamics.
Currently,all of the pumps are worn to near the limits of hydraulic effectiveness and are
unreliable with no stock of wear parts immediately available to the City.
CH2M HILL has also studied the particulars of the installation,operation and equipment to
recommend changes to improve system reliability.
2. Observations and Investigation
Worn pump components have been inspected and material standards have been reviewed
to understand the mechanisms of wear and to assess the applicability of materials to the
conditions at the plant.Two types of wear were observed. There is a uniform surface
abrasion at the back of the impeller where the incoming sludge stream is forced to change

• RECOMMENDATIONS FOR IMMEDIATE REPLACEMENT OF DIGESTER MIXING PUMPS AT MISSOURI RIVER WWTP
direction from direct impingement on the back plate to a radial flow along the impeller
vanes and discharge to the volute.The wear pattern is common to digester mixing pumps
and does not appear to effect impeller performance or longevity any greater than would be
expected for the service.The other type of wear observed is a pitting erosion of the impeller
vanes and stationary cutter bars. This loss of material is more serious than abrasion because
it can quickly penetrate castings and weaken the structure,resulting in failure and possible
damage to other pump components if operation is continued beyond clear evidence that
pitting is occurring. Pitting corrosion is most severe on the low pressure side of impeller
vanes and the cutter bar where local fluid velocity is higher than average and where
cavitation may be occurring. Cavitation is the formation of small vapor cavities where local
pressure falls below the fluid vapor pressure. Cavitation damage can result when the vapor
cavities collapse upon a rise in local pressure above the fluid vapor pressure.The energy
released by the collapsing cavities can erode metal if the collapse occurs at or near metal
surfaces.
Piping and system hydraulic requirements have been reviewed to determine if the pumps
are properly matched to the mixing system at the mixing system manufacturer's design
flow. The pump design condition of 40 feet of head at 4000 gallons per minute is the pump
rated condition and this is supported by the calculation review.
Pump suction piping is large enough to keep velocity in the desired range (6.4 feet per
second) and the velocity is accelerated for entrance to the impeller by a standard reducer.
The suction isolation valve and pump inlet reducer accelerate the flow to 11.3 feet per
second,which is a beneficial condition for countering undesirable prerotation and produces
a good velocity distribution across the impeller eye.
Pump wear material alloys and their applications were also reviewed.The existing Vaughan
and Wemco pumps are fitted with impellers of ASTM A148 cast steel,heat treated to
appropriate tensile strength and hardness. This material is common for machine
components where a good balance of strength and hardness is needed. Strength and
hardness can be increased,but must be balanced with impact strength,which will be
decreased as hardness is increased. This material is not hard all the way through castings,
since the heat treatment works quickly near the surface.
Another wear material option that has been offered by mixing pump manufacturers
Vaughan and Hayward Gordon,is a high-chrome iron,ASTM A532.The hardness of this
material is slightly lower than the ASTM A148 cast steel,but hardness is not just at the
surface of new castings,but is maintained deep into the casting section. This is the same
alloy Liquid Dynamics has used for the mixing nozzles.
3. Conclusions
Heavy damage to cutter bars and impellers is due to pitting corrosion and erosion from
local cavitation action on material which initially wears well,but wears very quickly once
the hard surface is penetrated. The pump's tendency to cavitate is approximated by its
required net positive suction head (NPSHr). NPSHr is a standard pump performance
parameter and is the absolute value of barometric head plus suction head and minus fluid
vapor pressure where the pump head capacity falls 3 percent from the maximum head point
on the performance curve with adequate suction head at the same flow. Net positive suction

head available (NPSHa) must exceed that required by some margin to assure that cavitation
does not occur.
NPSHa =Hbaro +Hsuction-Hvapor=NPSH available,feet of water
where:
Hbaro =33.9 feet water at sea level
Hsuction=feet water suction static minus system losses
Hvapor=feet water vapor pressure at application temperature
Solution for the conditions at the Missouri River plant results in around 46 feet of suction
head being available,which seem generous,but the pump manufacturer's NPSHr curves are
based on clean water,generally at less than digester temperature. Digesting sludge includes
gases and solids which will encourage vapor cavity formation at much lower NPSHa than
calculated for clean water. Therefore,the pump required NPSH is only a relative indicator
of the tendency to cavitate in this application. The pump with lowest NPSHr would be the
pump most likely to survive the longest time.
4. Solutions and Recommendations
Quotations were solicited from the three pump suppliers;Vaughan,Wemco and Hayward
Gordon for pumps in the recommended high-chrome iron wear materials for impeller and
cutter bars.
Wemco has declined to quote because they are not satisfied that the system hydraulic
conditions are adequately known to apply their pump without continued wear problems,
but they have also not offered a high-chrome iron version of their pump. Field tests with the
existing pumps are not meaningful because the impellers no longer can perform according
to their factory test curves.
Hayward Gordon offers two pump selections with the larger,higher priced selection
offering lower operating speed and lower NPSHr(22 feet). The smaller,lower priced
selection NPSHr is 26 feet.The larger pump would require significant changes to existing
piping in the pump room to fit the suction and discharge sizes and locations. Pricing of
these two selections is$29,750 and$33,250,F.O.B. to job site,with expected delivery of 16
weeks after receipt of order.
Vaughan offers replacement with an improved design of the original mixing pump with a
heavier bearing frame. I recommend replacement of the existing mixing pumps with the
Vaughan Chopper pump in high-chrome iron wear materials because this pump has the
lowest NPSHr of all proposals (19 feet) and the lowest price because three of the four
existing pump bases,motors and belt drives may be used with the new pumps. Minor
modifications to the piping at Digester No. 1 would be required to replace the Wemco pump
installed there. The Wemco pump impeller is showing the same severe pitting corrosion as
on the Vaughan pumps.Vaughan quotes these pumps at$27,732 each,F.O.B.,with expected
delivery of 6 weeks after receipt of order.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the City of Omaha is operating the Missouri River Wastewater Treatment
Plant to treat and clean wastewater from the eastern part of the City; and,
WHEREAS, the plant uses specialized mixing pumps as a part of this wastewater
treatment process; and,
WHEREAS, direct replacement of two existing mixing pumps with a specific type of
Vaughn pump has been determined to be the most effective means of continuing operation of the
treatment process, it is therefore recommended that the bidding procedures be waived in
accordance with Section 5.16 of the Home Rule Charter of 1956 for the purchase of unique or
non-competitive items and the replacement pumps will be supplied by Allied Systems, Inc as the
sole source provider; and,
WHEREAS, the cost of replacing these pumps for the Missouri River Wastewater
Treatment Plant, as detailed in the attached documentation, is $61,888.00, which will be paid
from the Sewer Revenue Fund 21121, Missouri Treatment Plant Maintenance Organization
116613.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA:
THAT, as recommended by the Mayor, a Purchase Order to Allied Systems, Inc for
replacement of two digester mixing pumps at the Missouri River Wastewater Treatment Plant, in
accordance with Section 5.16 of the Home Rule Charter of 1956 for the purchase of unique or
non-competitive items, is hereby approved.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA:
THAT, as recommended by the Mayor, a Purchase Order to Allied Systems, Inc for
replacement of two digester mixing pumps at the Missouri River Wastewater Treatment Plant, in
accordance with Section 5.16 of the Home Rule Charter of 1956 for the purchase of unique or
non-competitive items, is hereby approved.
BE IT FURTHER RESOLVED:
THAT, the Finance Department is authorized to pay the cost of this replacement in the
amount of $61,888.00 from the Sewer Revenue Fund 21121, Missouri Treatment Plant
Maintenance Organization 116613.

th an improved design of the original mixing pump with a
heavier bearing frame. I recommend replacement of the existing mixing pumps with the
Vaughan Chopper pump in high-chrome iron wear materials because this pump has the
lowest NPSHr of all proposals (19 feet) and the lowest price because three of the four
existing pump bases,motors and belt drives may be used with the new pumps. Minor
modifications to the piping at Digester No. 1 would be required to replace the Wemco pump
installed there. The Wemco pump impeller is showing the same severe pitting corrosion as
on the Vaughan pumps.Vaughan quotes these pumps at$27,732 each,F.O.B.,with expected
delivery of 6 weeks after receipt of order.

3. Conclusions
Heavy damage to cutter bars and impellers is due to pitting corrosion and erosion from
local cavitation action on material which initially wears well,but wears very quickly once
the hard surface is penetrated. The pump's tendency to cavitate is approximated by its
required net positive suction head (NPSHr). NPSHr is a standard pump performance
parameter and is the absolute value of barometric head plus suction head and minus fluid
vapor pressure where the pump head capacity falls 3 percent from the maximum head point
on the performance curve with adequate suction head at the same flow. Net positive suction
