RESOLVED BY THE CITY COUNICL OF THE CITY OF OMAHA:
THAT, in accordance with the provisions of the Nebraska Liquor Control Act, as
amended, after a hearing held within 45 days after receiving notice and a copy of the license
. application and upon due consideration of all standards and criteria provided by law,this
•./ Council hereby recommends that the following application for a Cigar Bar License be granted.
Oasis Hookah Bar& Café, LLC, dba"Oasis Hookah Bar", 1507 Farnam Street.
That, the cost of publication of notice of the hearing'was $26.00.

Re:Oasis Cigar Bar Opposition
Dear Council Members:
I am opposing the Oasis cigar bar application.The area around Oasis at 1507 Farnam Street is already oversaturated
with liquor outlets.There are two retail outlets for off sale within 1 block—Patrick's Market and the Downtown Mart. In
addition,there is Whiskey Tango,Jazz,Sullivan's,the Encore Lounge at the Deco Hotel,The Zin Room,the Panda House
restaurant and Block 16. Given the number of liquor outlets in the area and the existence of a Downtown Improvement
District plan to renew the area and the 16th Street corridor specifically,yet another venue to sale liquor is contrary to
present or future public convenience and necessity.
According to Orchard Neighborhood Association,et al,vs Orchard Mercantile,L.L.C.,the Nebraska Supreme Court
reversed a Nebraska Liquor Control Commission decision to approve a liquor license to a grocer in a neighborhood that
already had two outlets within a 1-block radius. I count 10 outlets within a 1-block radius of Oasis. In Orchard,the Court
decided that the Commission must consider the neighborhood in approving liquor licenses.
I believe Oasis may argue that their business,a Hookah bar,is a unique cultural experience and therefore would add to
the vibrancy of the downtown area. I disagree. I find their actual business practice to be based less on Middle Eastern
culture from which Hookah smoking arose,and more on appealing to potentially problem-causing customers who once
patronized this exact address when it was a nightclub.Oasis has advertised themselves as an"After Party"and"Dance
Club"venue. Please deny Oasis the application for a cigar bar.
