(0 () L L U< .C_ d C-25A CITY OF OMAHA LEGISLATIVE CHAMBER Omaha,Nebraska RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: , a r-' WHEREAS,the City Council is the legislative branch of government of the City of Omaha and is granted specific duties by the City Charter and State Law, which duties include the'adoptiori of a budget that appropriates public funds; and, c WHEREAS, pursuant to its City Charter and State Law, the City of Omaha must adopt a balanced budget each year and the establishment of employee salaries is a vital part of the City of Omaha's annual budget; and, WHEREAS,the Mayor gave salary increases to certain City employees for 2012 which resulted in the salaries of the City employees exceeding the amounts budgeted without the approval or consent of the City Council for these additional budgetary expenditures; and, WHEREAS the Mayor demonstrated no intent whatsoever to advise nor did he seek the consent of the City Council; and, WHEREAS, the Mayor acted unilaterally and without transparency in the awarding of salary increases above and beyond those amounts budgeted for certain employees in fiscal year 2012. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: THAT the City Council hereby objects to Mayor Jim Suttle's awarding of salary increases to some members of his staff and cabinet which resulted in the salaries of the staff and cabinet members exceeding the amounts proposed by the Mayor and approved by the City Council in the 2012 budget; and, BE IT FURTHER RESOLVED,THAT the City Council calls upon the Mayor to advise the City Council and also to publicly disclose any future salary increases for his staff or cabinet members in advance of such increases to demonstrate that transparency in government is the highest of priorities and to restore the public's confidence in its public officials.
