Attached is a Resolution to increase the 2013 Budgeted restricted funds lid by 1%. Pursuant to
Nebraska State Statute Section §13-519, State law mandates that growth in expenditures funded
by restricted revenues (taxes and State funds) can increase by 2.5% per year. City Council may
approve an additional 1% increase in allowable growth. Unused authority is carried over to the
next budget year.
There are a number of expenditures that are exempt from this lid. These include some capital
improvements, bond principal and interest, interlocal agreements and judgments.
The lid carry over authority will not have an effect on actual spending next year. It will,
however, provide flexibility to deal with possible increased revenues, state aid or emergency
needs in the future.

PARKS
The Parks Division appropriation provides an allotment for the maintenance of the annexed areas
rights-of-way and tree care maintenance. Additionally, five positions have been added that were
inadvertently omitted by the Parks Department in the 2013 Recommended Budget.
PUBLIC WORKS
The Street and Highway appropriation provides an allotment for the maintenance of streets, for
snow removal, and for traffic engineering related costs.
An appropriation has been provided to cover costs associated with garbage pickup in the Solid
Waste Division.

Any modification of the ZOLL T's+C's must be set forth or referenced in the
customer's P.O. No commercial terms or conditions shall apply to the sale of goods or services governed
by this quote and the customer's P.O unless set forth in or referenced by either document.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA
WHEREAS, pursuant to Neb. Rev. Stat. §13-519, the.City of Omaha is limited to
increasing its total of budgeted restricted funds to no more than the last prior year's total of
budgeted restricted funds plus population growth plus two and one-half percent (2'/2 %)
expressed in dollars; and i
WHEREAS, §13-519 authorizes the City of Omaha to exceed the foregoing
budget limit for a fiscal year by up to an additional one percent (1 %o) increase in budgeted
restricted funds upon the affirmative vote of at least 75% of the governing body; and
WHEREAS, the Annual Budget for Fiscal Year 2013 and Program for Municipal
Services in the Lid Computation Fiscal Year 2013 supported by the detail relating to restricted
revenue accounts, proposes an additional increase in budgeted restricted funds of one percent
(1 %) as provided by the statute; and
WHEREAS, approval of the additional one percent (1%).increase in budgeted
restricted funds is prudent fiscal management, does not increase authorized expenditures, and is
in the best interests of the City of Omaha and its citizens. .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT upon affirmative vote by more than 75% of the City Council, the budgeted
restricted funds for Fiscal Year 2013 shall be increased by an additional one percent (1 %) as
provided by Neb. Rev. Stat. §13-519.
