Project Description: Verizon proposes a 150' monopole tower with antennas and lightning rod extending to a total tip height of 158' above ground level. At the base of the tower Verizon will place an 11'6" x 30' within a 40' x 50' fenced area on a 67' x 99' lease area. The tower will accommodate at least two additional providers. The site will be served by a 12' wide access drive leading from an NDOR restricted access point. The pole is not required by the FAA to be lighted. It contemplates both active agricultural production and urban development with infrastructure, including towers. The North. Hills Environmental Resources Overlay District is not in place to prohibit this development, it is simply there to minimize impact on natural features as development occurs. This particular location is already in an existing infrastructure corridor with a busy US Highway and a high voltage transmission line with tall metal poles marching across the landscape. Exhibit B shows a street level view of two of these poles adjacent to the parcel where the Verizon project is located and Exhibt C shows these locations relative to the proposed Verizon site location. Verizon routed its access to minimize tree removal and disruption of vegetation. The route is shown on the aerial photo attached as Exhibit A. The existing trees will also act as screening for the base of the site. This screening, combined with the visual impact of the existing utility poles and lines and the fact that the FAA will not require lighting at night make this proposal one of minimum visual impact. Omaha Master Plan A constant theme woven throughout the Omaha Master Plan is ensuring appropriate infrastructure to accommodate ongoing growth and development. The demand for quality wireless communication service is present in this area of highway use and residential development and solutions to this need will be welcomed by residents. The proposed Verizon site is the right structure in the right place. It addresses the current service gap. It provides a platform for multiple service providers. It is restricted to an existing busy transportation and utility corridor where numerous tall vertical structures are already present. Omaha Master Plan - Environment Element Staff has previously mentioned the Visual Resources component of the Environment Element as a tool for analysis of Verizon's proposal. These provisions are set out below along with analysis: VISUAL RESOURCES Preserve natural areas and views that contribute to a scenic setting and distinctive character for the city and metropolitan area. Minimize adverse impacts of air and light pollution on daytime views and night-sky views, balanced with providing for public safety. Verizon's project does not mar a scenic view or contribute to light pollutuion. Verizon has situated its site next to a busy transportation and utility corridor where its site will have minimal impact. The existing tall steel utility poles running along the highway dominate the visual environment to such an extent that Verizon's proposed pole will blend in and not be noticed by the majority of motorists. The FAA does not require tower lighting at night so there is no impact on the dark night sky. This provision also call for a balancing with public safety. Given the percentage of emergency calls coming from cell phones the impact that wireless communications service has on public safety is great and significantly outweighs any minor visual impact.. Objectives: 1. Protect unique and scenic vistas in the city and metropolitan area from encroachment or destruction. This site location is not in a scenic vista. The US 75 highway corridor runs between hills and offers no distant views or sweeping vistas. Recognize that visual resources exist in the context of the region and metropolitan area. The location Verizon has chosen is appropriate to the transportation and utility corridor context of the immediate vicinity and is much preferred over a location away from the heavy use and visual verticality of this corridor. 1.2. Manage and control changes to the natural environment that impact views. Because of the current tall utility poles that dominate the views along US Hwy 75, visual impact is minimal. 1.3. Use mapping tools (e.g., GIS, 3D modeling, etc.) to evaluate the impact of proposed uses, development, or other changes to the City's visual setting See previous answer. 1.4. Identify unique and scenic views for Omaha and create design and management plans for those areas. As indicated above, this location does not impact a scenic view. Even if it did, no unique design guidelines would be warranted. Verizon's pole will be similar in shape and color to the existing utility poles along the corridor. 2. Minimize visual clutter and enhance visual quality for both natural and built areas. 2.1. Evaluate impacts to nearby visual conditions when reviewing development proposals. Visual impact is minimized by the location of the pole near the existing utility corridor with its tall steel transmission poles. 2.2. Control lighting, signage, and other structures that impact visual conditions. The FAA does not require lighting or marking of this tower. Consequently, there will be no impact on the dark night sky and no flashing light to bother residents in the area. Omaha Master Plan - Transportation Element Staff has previously mentioned that Figure 28 (p. 54) of the Transportation element shows the major entries into Omaha, or the "gateways" to the city and that the goal of gateway planning is to arrange this entrance so that it rewards the viewer with a sense of arrival and a positive image of the place. However, it is important to keep in mind that actually driving this corridor is a process of passing repeated tall steel utility poles that constantly loom in the foreground of a driver's view. On page 7, Transportation Element goals include "Establish a contiguous and compact pattern of growth" and "Link transportation and land us planning and match street sizes to surrounding land use". The US 75 corridor constitutes a major arterial and represents the largest volume/greatest street size in this area. Matching the type of use proposed by Verizon with the current busy highway and utility corridor already characterized by numerous vertical structures clusters similar uses together in a compact pattern and minimizes the level of visual impact. Grading The amount of grading shown in sheet A04 of the drawings submitted triggers Special Use Permit review under the North Hills Environmental Resources Overlay District threshold stated in Sec. 55-901(a). The steepest portion of the aggregate drive on the subject parcel is 19.76% and the steepest portion of the paved access within the NDOR right-of-way is 23% as shown on sheet A04. Verizon does not need to access the site on a regular basis, only for maintenance and for any equipment upgrades. If weather conditions make access difficult at a particular time the site can be accessed when conditions improve. Tree Removal The wireless facility and access drive has been designed to minimized tree removal as shown on Exhibit A. Tree removal has been limited to approximately 54 trees as shown on sheet A01-1 of the drawings provided. The trees to be removed are indicated with hatching and their size is indicated. Staff has asked about moving the structure further west but that would also impact trees and the result would require a taller tower and a large retaining wall because of the slope. The current location is the flattest area with the least ground disturbance. Erosion, Sediment and Dust Control Verizon will minimize erosion and sedimentation as required by Section 55- 901(b)(1)(a). General Notes, Item 4 on sheet A01-1 and Construction Notes, Items 3 and 4 on sheet A04 indicate the contractor is to supply and install an erosion control seed blanket for all areas disturbed during construction with seed to be watered once a day for 2 weeks. Detail 5 on sheet A05 shows the erosion control blanket and anchorage for slope stabilization. In addition, siltration control will be in place during the work and until such time as adequate vegetation growth insures no erosion per the Siltration Notes on sheet A04. A Silt Fence Detail is included on sheet A04. Dust control methods will be used during construction in compliance with Section 55- 901(b)(1)(c). See Grading Note 10 on sheet A04. Drainage and Groundwater Verizon will comply with the surface drainage requirements in Section 55- 901(b)(1)(d) to avoid any damage. Stone energy dissipaters will be used along the access drive to slow the velocity of drainage water as shown on sheets A04 and A05. A stone energy dissipater is shown in Detail 2 on sheet A05. Positive drainage will be maintained at all times. Per Grading Note 11 on sheet A04 the entire drive length shall be positive draining during, and at completion of construction. In compliance with Section 55-901(b)(1)(f). Verizon will not negatively impact groundwater supply or quality. No excavation below the water table is planned. As indicated in the Description of Proposed Site Use on sheet TO1, "No flammable products or chemicals will be used or stored inside the shelter." Disposal of Debris Item 3 of the "Clear and Grub Notes" on sheets A01-1 and A05 state: "Remove from the site and dispose in an authorized landfill all debris resulting from clearing and grubbing operations, burning is not permitted."
