PARKS, RECREATION AND PUBLIC PROPERTY DEPARTMENT STAFF REPORT PARKS AND RECREATION ADVISORY BOARD September 28,2012 AGENDA!TEM: Pacific Springs Park Improvements Sanitary and Improvement District 398 REPORT PREPARED BY: Pat Slaven, Park Planner II BACKGROUND: • Sanitary and Improvement District 398, Pacific Springs,formed in 1995 and is located at the northwest corner of 174th and Pacific.The 10-acre park is located at that intersection near the entrance to•the subdivision.The park currently contains a playground, picnic shelter, a 16-car parking lot at the east end of the park and a soccer field at the west end of the park. The S.I.D. is requesting approval for additional park improvements including a second picnic shelter,4 picnic tables,an additional trash can, concrete walkways, 2 drinking fountains and irrigation for the soccer field.The Park Planner requested,and received, a copy of the schedule for use of the soccer field. It appears to be fairly heavily used in comparison to other city fields. When the S.I.D. representative was asked if there were parking issues related to the soccer field use,the Park Planner was told that people parked along Mason Street and that this wasn't a problem with nearby residents. The total estimated cost for the improvements is$91,196.88, including 10%administrative costs. Improvements would be funded with the S.I.D.'s general operating funds. RECOMMENDATION: The addition of a second picnic shelter is not consistent with the level of services for neighborhood parks. Previous requests for additional shelters in other neighborhood parks have recently been rejected. Maintenance and replacement of shelters, roofs, etc are among the reasons that the Parks Department does not allow more than one per neighborhood park.As a result,staff recommends denial of this request. Additional picnic tables and a trash,with associated walks,would, however, be appropriate within the wooded area where the proposed shelter is shown. Staff would support approval of these improvements. However,a drinking fountain in this area would not be supported, due to remote location and the additional maintenance involved with winterization and repairs. Likewise, due to the regular use of the soccer field,the irrigation system and one drinking fountain in the vicinity of the soccer field would be supported.This drinking fountain could be serviced in conjunction with the irrigation system so would not pose additional maintenance burden. To summarize, staff recommends the following: 1. Denial of the picnic shelter and associated drinking fountain. 2. Approval of additional picnic tables and associated walks and trash receptacle. 3.
