The attached Resolution amends the Omaha-Council Bluffs Consortium Consolidated
Submission for Community Planning and Development Programs (the "Consolidated Plan") for
Fiscal Years 2008, 2011 and 2012. The changes proposed by this resolution are to the Home
Investment Partnerships Program (HOME) and the Community Development Block Grant
Program (CDBG).
These amendments are necessary to provide funding for projects able to proceed immediately.
Funding increases will be offset by reductions in HOME and CDBG projects that can be delayed
and by unanticipated HOME program income. Funding problems have resulted from the failure
of Congress to pass full-year FY 2013 appropriations and by the imposition of sequestration.
Upon release of 2013 funding, prior year funding may be restored in whole or part from 2013
appropriations through a future amendment of the 2013 Consolidated Plan.
The Home Investment Partnerships Program is amended to 1) reduce the FY 2008 Omaha ADDI
Program by $100,000; 2) reduce the FY 2011 Council Bluffs Direct Homeownership Program by
$79,100; 3) reduce the FY 2011 Council Bluffs Multiple-Family Housing Development Project
by $162,000; 4) increase the FY 2011 Single-family Infill Housing Program by $1,000,000; 5)
reduce the FY 2012 Council Bluffs Direct Homeownership Program by $135,000; and 6) reduce
the FY 2012 Council Bluffs Multiple-Family Housing Development Project by $115,000.
The Community Development Block Grant Program is amended to 1) reduce the FY 2011
Village I Infill Housing Redevelopment Project by $200,000; 2) reduce the FY 2011 Sixteenth
Place Project by $100,000; and 3) increase the FY 2011 Step-Up Omaha Youth Employment
Program by $300,000.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Title I of the National Affordable Housing Act of 1990 requires that,
in order to receive direct assistance under certain Federal programs, including the Home
Investment Partnerships Program and the Community Development Block Grant Program, state
and local governments have a strategy that has been approved by the U. S. Department of
Housing and Urban Development; and,
WHEREAS, on April 3, 2012, by Resolution No. 364, the City Council of the
City of Omaha approved the Fiscal Year 2008 Omaha-Council Bluffs Consolidated Submission
for Community Planning and Development Programs, as amended, called the FY 2008
Consolidated Plan; and,
WHEREAS, it is necessary to amend the FY 2008 Consolidated Plan for the

WHEREAS, on October 23, 2012, by Resolution No. 1339, the City Council of

WHEREAS, it is in the best interests of the City of Omaha and the citizens
thereof that the Omaha-Council Bluffs Fiscal Year 2008, 2011 and 2012 Consolidated
Submissions for Community Planning and Development Programs be amended in accordance
with the attached Amendments.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the attached Amendments to the Omaha-Council Bluffs Fiscal Year 2008,
2011 and 2012 Consolidated Submissions for Community Planning and Development Programs
are hereby approved.
