ORD. 42269 – An ordinance authorizing the approval of the Service Agreement between the City of Omaha, Nebraska, on behalf of the Omaha Police Department (OPD), and Idemia Identity and Security USA, LLC (IDEMIA), to lease an IDEMIA Ruggedized LiveScan Station for digital fingerprinting, for a term of five years with the option to renew for another five years, and can be done so administratively. ORD. 42270 – An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Nebraska Crime Commission, FY 2019 STOP Violence Against Women (VAWA) Grant, Award #2019-WF-AX-0004 ($221,471) and Award #2017-WF-AX-0004 ($24,644.45.00) in the amount of ($246,115.45), with a match of $66,491.00 during the project period of July 1, 2020 to June 30, 2021; to enhance victim assistance services and prosecute cases of domestic violence through the multi-agency Douglas County Community Response Team as detailed in the grant application; to authorize payment from such grant funding and involving appropriations of more than one fiscal year in conformity with Section 5.17 of the Home Rule Charter – (First Reading June 23, 2020; Second Reading and Public Hearing July 14, 2020; Third Reading July 21, 2020) – see attached. RES. 2020-0700 – Res. that, as recommended by the Mayor, Amendment No. 1 to the Professional Services Agreement with Alfred Benesch & Company, in the amount of $147,321.00, for preliminary through final design services on OPW 52599, being the Replacement of two bridges on 42nd Street at "C" and "D" Streets Project, is hereby approved. (The Finance Department is authorized to pay the additional fee not to exceed $147,321.00 for these services to be paid from the Nebraska Department of Roads Grant Fund 17116.) – see attached. 30. RES. 2020-0701 – Res. that, as recommended by the Mayor, the Supplemental Agreement No. 1 between the City of Omaha and HDR, Inc., in the amount of $7,766.65, for STPC-3811(1), State Control No. 22209, OPW 50417, being the 168th Street-West Center Road-Q Street Project, is hereby approved . (W ill be paid from the 2018 Transportation Bond Fund 13185, Transportation Bonds Organization 117117. The City Council hereby authorizes the Mayor and City Clerk to sign the Agreement on behalf of the City of Omaha.) – see attached. 31. RES. 2020-0702 – Res. that, as recommended by the Mayor, the Municipality Financial Agreement – State Projects, for Project No. NH-680-9(33), Control No. 22593, OPW 53921, in the amount of 397,320.00, being the I-680/US-6 Bridges, Omaha Project Bridge repairs including but not limited to partial deck repairs, overlaying the deck, sealing expansion joints, and sealing concrete rails, to a portion of State Highways 1-680 and US-6 is hereby approved. (The City’s cost share currently estimated at, $397,320.00 to be paid from the 2018 Transportation Bond Fund 13185, Transportation Bonds Organization 117117. The City Council hereby authorizes the Mayor and City Clerk to sign the Agreement on behalf of the City of Omaha.) – see attached. - 10 - 32. RES. 2020-0703 – Res. that, as recommended by the Mayor, the City Council of the City of Omaha hereby requests a relaxation of the Lane Width, Shoulder Width, and Horizontal Clear Zone Design Standards established by the Board of Public Roads and Classifications as it pertains to the culvert replacement project on Pacific Street approximately halfway between 216th Street and 217th Street – see attached. 33. RES. 2020-0663 – Res. that, as recommended by the Mayor, the Real Estate Purchase Agreement between the City of Omaha and Holy Name Housing Corporation, for the sale of one parcel of land be approved; to provide that notwithstanding any provisions of the Omaha Municipal Code to the contrary and upon completion of the conditions in the Agreement, the Mayor of the City of Omaha is hereby authorized to execute and deliver a Special Warranty Deed, and the City Clerk to attest the same, to Holy Name Housing Corporation to convey the real property described therein and City Staff are authorized to execute any other such documents necessary or appropriate to complete the sale of the real property described in the Agreement, which real property is generally known as 2521 and 2523 Grant Street; 2522, 2524, 2528 and 2530 Burdette Street; 2604 and 2610 Blondo Street; and 1912, 1910, 1906 and 1902 North 25th Street, in consideration of the sum of $29,959.00; and no expenses associated with the transfer of these properties – see attached. RES. 2020-0704 – Res. that, the Agreement, as recommended by the Mayor, between the City of Omaha and Thomason & Associates, in the amount of $64,000.00, for the purpose of the preparation of the Omaha Historic Preservation Design Guidelines, is hereby approved. (To be paid from Federal Historic Preservation Grant Funds.) – see attached. 35. RES. 2020-0705 – Res. that, the Deferred Payment Loan and Grant Agreement, as recommended by the Mayor, to provide funding in the amount of $134,000.00 for the rehabilitation work to the property located at 4823, 4825, 4827 and 4829 Taylor Street, is hereby approved. (Funds in the amount of $134,000.00 shall be paid as follows: FY 2018 HOME Rental Rehabilitation Program funds in the amount of $134,000.00, Organization No. 128071, Fund No. 12179.) – see attached. 36. RES. 2020-0706 – Res. that, the Deferred Payment Loan and Grant Agreement, as recommended by the Mayor, to provide funding in the amount of $25,500.00 for the rehabilitation work to the property located at 7429 North 34th Street, owned by Bojan Ninkovic, is hereby approved. (Funds in the amount of $25,500.00 shall be paid as follows: FY 2018 HOME Rental Rehabilitation Program funds in the amount of $25,500.00, Organization No. 128071, Fund No. 12179.) – see attached. 37. RES. 2020-0707 – Res. that, the Agreement, as recommended by the Mayor, between the City of Omaha and Omaha 100, Incorporated, in the total amount of $75,000.00 for the provision of housing related services and capital to qualified low and moderate- income households and families to facilitate the removal of financial barriers to homeownership through the Access to Assets (Financial Repair) Program (the City of Omaha funds will not be used for any loans) for the period from January 1, 2020 through December 31, 2020, is hereby approved. (Funds shall be paid from the 2019 Community Development Block Grant, Housing Development Program, Fund 12186, and Organization 128072.) – see attached. - 11 - 38. RES. 2020-0708 – Res. that, as recommended by the Mayor, the purchase based upon the contract from HNTB Corporation, in the amount of $35,822.55 to perform professional services to conduct an inspection of the Bob Kerrey Pedestrian Bridge to document damage caused by the March 2019 flood event, is hereby approved. (The Finance Department of the City of Omaha is authorized to pay the Funds in the amount of $35,822.55 to HNTB Corporation from the Pedestrian Trail Bridge Fund No. 13419, Organization No. 131761, Missouri River Pedestrian Bridge.) – see attached. 39. RES. 2020-0709 – Res. that, as recommended by the Mayor, payment to Century Helicopters, Inc./Paravion Technology, Inc. in the amount of $130,825.55, for the scheduled maintenance and additional work to complete the work, is hereby accepted and the same hereby approved. (The Finance Department of the City of Omaha is authorized to pay $130,825.55 for scheduled maintenance and the additional work from General Fund 11111, Organization 113182 Air Support Unit, Account 42237 Aviation Expense.) – see attached. 40. RES. 2020-0710 – Res. that, as recommended by the Mayor, the award from the Nebraska Crime Commission in the amount of $40,000.00 for the Omaha Police Department Gang Unit Firearms DNA Testing Program, during the project period beginning July 1, 2020 through June 30, 2021, and incorporated herein by this reference, and funding of such project, is hereby approved.
