The amendment would establish a new transportation project for 2015 that provides $2,200,000 for work associated with the UNO Arena project. The funding is from 2010 street bonds. Three existing transportation projects will be revised. Transportation project #301 will be revised to move 2010 street bond funding totaling $150,000 in 2014 and $2,100,000 in 2016 to the UNO Arena project and replacing that funding with future street bond funding of $150,000 in 2018, and $2,100,000 in 2020. Transportation project #203 will be revised to move 2010 street bond funding totaling $50,000 in 2014 and $50,000 in 2015 to the UNO Arena project and further revised to reflect an estimate of $700,000 in 2010 street bonds used in 2015. In addition, the revised project will be to provide sidewalk, curb, sewer and traffic calming along Maple Street between 59th and 63rd Streets and along one block of Military Avenue rather than the previously envisioned 63rd and Northwest Radial project. Finally, Transportation project #111 will be revised to move 2010 street bond funding totaling $375,000 from 2014 to 2015. Four (4) affirmative votes are required to adopt this Resolution. August 23, 2013 'hd fI • N r To: Al Herink, Finance Director From: Jim Dow 9 uncil Staff Assistant Subject: Resolution Amending 2014-2019 Recommended Capital Improvement Plan and Resulting 2014 Budget Resolution Council Staff requests, on behalf of Councilmembers Franklin Thompson and Pete Festersen, that a resolution be prepared amending the Capital Improvement Plan to add a transportation project for 2015 that provides $2,200,000 for work associated with the UNO Arena project. All of the funding is from 2010 street bonds. This request updates the prior requests for a CIP change regarding the UNO Arena project. The following projects should be revised to show the reallocation of 2010 street bond funding to the UNO Arena project, as well as the other changes noted: • Transportation project #301, 78th and Mercy: move $150,000 from 2014 and $2,100,000 from 2016 to the UNO Arena project. Add $150,000 funding from future street bonds for 2018, and $2,100,000 funding from future street bonds will be moved to 2020. • Transportation project #203, 63rd and NW Radial: $50,000 from 2014 and $50,000 from 2015. The project should be modified to reflect an estimate of $700,000 in 2010 street bonds used in 2015. The revised project will be to provide sidewalk, curb, sewer and traffic calming along Maple Street between 59th and 63n' Streets and along one block of Military Avenue. In addition, the CIP should reflect a change to Transportation project #111, Market to Midtown. The $375,000 SB-10 provision should move from 2014 to 2015. Finally, please draft a budget resolution that reflects the elimination of the SB-10 funding noted above. This includes $375,000 from Transportation project #111, $150,000 from Transportation Project #301 and $50,000 from Transportation project #203, a total of$575,000. In Transportation Project#111 (Harney Street Market to Midtown),move$375,000 in SB-10 funding from 2014 to 2015. 2. In Transportation Project#203 (63rd&Northwest Radial Highway),remove$50,000 in SB-10 funding from 2014 and remove$50,000 in SB-10 funding from 2015. The revised project will be to provide sidewalk, curb, sewer, and traffic calming along Maple Street between 59th and 63rd Streets and along one block of Military Avenue rather than the previously envisioned 63rd and Northwest Radial Project. 3. In Transportation Project#301 (78th Street, Mercy to Pacific), remove $150,000 in SB-10 funding from 2014 and remove$2,100,000 in SB-10 funding from 2016;and add$150,000 in future transportation bonds to 2018(with the intention of$2,100,000 being added as future transportation bonds in 2020). 4. In Transportation Project#207(UNO Arena street improvements),add$2,200,000 in SB-10 funding to 2015; and reduce the $6,300,000 in other local dollars in 2019 to $4,100,000.
