The AmbuBus Retrofit Kit will be used by the Omaha Metropolitan Medical Response System (OMMRS) area hospitals for emergency patient evacuations. First Line Technology is the sole vendor of the AmbuBus Retrofit Kit that will enhance Omaha Metropolitan Medical Response System (OMMRS) area hospital's ability to evacuate patients during an emergency. In accordance with the provisions of Section 5.16, Home Rule Charter, in the event of a sole source vendor, the City Council may, by resolution, authorize the Purchasing Division to issue a purchase order for the services. This is a bus conversion kit that transitions a bus into a mobile mass casualty vehicle used for mass evacuation of the non ambulatory patient. Evacuation of a hospital is a challenging process and this particular product will assist in getting the non-ambulatory patient safely evacuated in a efficient and timely manner.. 2—Explanation of why it is necessary to contract non-competitively,to include the following 1) Expertise of the contractor: The product is manufactured and sold only by First Line Technology. 2) Management: They do not use third-party vendors or distributors 3) Responsiveness: They have been timely is supplying information and a quote on this product. 4) Knowledge of the program: Since they are the manufacturer of the product they have knowledge of how the system works and will be able to provide support as indicated. 5) Experience of his personnel: Personnel are experienced with the implementation of the Ambubus and do demonstrations at various venues. 3—Time constraints 1) When contractual coverage is required and why: This product is being purchased out of the FY MMRS 2012 grant which has a end date of January 2014. 2) Impact on program if dates are not met: Grant funding would no longer be available for the purchase of the product. 3) How long would it take another contractor to reach the same level of competence (equate to dollars if desired). No applicable since this is the only company who manufactures this particular product. 4—Uniqueness:This product is utilized for the evacuation of the non-ambulatory patient and its components are protected by US patents 7,931,321, 8,146,975, a d 8,328,260. First Line Technology is an ISO 9001:2008 certified manufacturer. 5—Other Points that should be covered to"sell the case": 18 stretchers can be utilized for evacuation transport of a special needs patient or the non-ambulatory patient. Buses can be quickly be retrofitted with the Ambubus-Bus stretcher conversion kit. The frame is made of structural steel then coated with a protective zinc for a long shelf life and it is adjustable to fit a variety of transport vehicles. This will allow for a safe and efficient way for evacuation of the non-ambulatory patient(s). 6—A declaration that this action is in the "best interest"of the agency: The OMMRS Transportation Committee supports this purchase as it will help to fulfill an identified gap in planning for the evacuation of critical patients or any non-ambulatory patient.
