The attached Resolution amends the North Central Omaha Community Redevelopment Area
(CRA) Designation to extend the northern boundaries to accommodate a new potential Tax
Increment Financing (TIF) project and to re-certify the original North Central Omaha CRA. A
Community Redevelopment Area (CRA) is one that satisfies the requirements of blighted and
substandard in need of redevelopment as contemplated by Nebraska's Community Development
Law. The North Central Omaha CRA Designation was approved by the Omaha City Council,
Resolution #1340 on December 5, 2006 and includes an area of approximately 1,118 acres with
the following census tracts and block groups:
• 58-1
• 61.01-2 & 3
• 63.01-1, 2 & 3
• 63.02-1, 2, 3, & 4
• 63.03-1 & 2
• 65.06-1 & 2
Conditions such as age of obsolescence, inadequate and obsolete sanitation systems, lower per
capita income than the average of the City of Omaha qualified the North Central Omaha as a
CRA in 2006. Those conditions remain and qualify the area to be re-certified as a CRA pursuant
to the Community Development Law.
A potential TIF project was presented to the City of Omaha Planning Department. The potential
TIF project site is in an area northwest of and adjacent to the North Central Omaha CRA and is
not included. This proposed study area is approximately 24 acres and lies within census tract,
block group 63.01-01. A study of this area was conducted by the City of Omaha Planning
Department. Results of this study determined that there were limited opportunities for
significant economic development along the Sorenson Pkwy Corridor. The site of the future,
potential TIF project poses a redevelopment opportunity near the intersection of 60th &
Sorenson Pkwy. The approximately 24 acre site does meet the substandard and blighted
conditions as required by the Community Development Law. This proposed study area will be
added to the existing North Central Omaha CRA Designation, thereby expanding the original
North Central Omaha CRA boundaries.
The Planning Board approved the designation of the proposed study area as a community
redevelopment area at the December 4, 2013 public hearing.

Project Summary
This is an amendment to the North Central Omaha CRA Designation to extend the northern boundaries to
accommodate a new potential tax increment financing(TIF)project and to re-certify the North Central Omaha
CRA. The North Central Omaha CRA designation was approved by the Omaha City Council,Resolution#1340,
December 5,2006 and includes an area of approximately 1,118 acres. The North Central Omaha CRA includes

65.06-1 &2. See attached maps. Conditions such as age of obsolescence,inadequate and obsolete sanitation
systems,lower per capita income than the average of the City of Omaha qualify the North Central Omaha CRA
to be re-certified as a CRA.
A future,potential TIF project has been presented to the City of Omaha Planning Department. The potential
TIF project is adjacent to the North Central Omaha CRA,but not included within the boundary. Refer to the
cross-hatched section of the attached maps. A new,proposed CRA has been studied by the City of Omaha
Planning Department to determine if it meets the conditions under the Community Development Law to
designate the proposed area as a CRA. Results of this study determined that there was limited opportunity for
significant economic development along the Sorenson Pkwy Corridor and near the intersection of 60th&
Sorenson Pkwy. This proposed study area lies within census tract,block group 63.01-01,is approximately 24
acres,and does meet the substandard and blighted conditions as per the Community Development Law. This
proposed study area will be added to the existing North Central Omaha CRA Designation,thereby expanding
the original North Central Omaha CRA boundaries. The proposed project is or will be in compliance with the
Master Plan,appropriate Ordinances and development regulations of the City.
The proposed study area and the existing North Central Omaha CRA include a mix of zoning districts ranging
from development reserve to residential to commercial. The most recent public improvement infrastructure
work which occurred in the area near the proposed TIF project was concrete panel repair and replacement work
completed this summer along Sorenson Pkwy between 60th and 72nd Streets.
DEPARTMENT RECOMMENDATION:Approval of the request for the designation of the proposed study
area as a Community Redevelopment Area and the re-certification of the North Central Omaha CRA meeting
the substandard and blighted conditions as per the Community Development Law. The approval of the
designation that the study area meets the conditions of a Community Redevelopment Area,f/k/a Substandard
and Blighted,in accordance with Nebraska Community Development Law will allow an application for the use
of tax increment financing(TIF).

North Central Omaha CRA Designation Amendment and Re-Certification
This is an amendment to the North Central Omaha CRA Designation to extend the northern boundaries to
accommodate a new potential tax increment financing(T1F) project and to re-certify the North Central
Omaha CRA. The North Central Omaha CRA designation was approved by the Omaha City Council,
Resolution#1340, December 5, 2006 and includes an area of approximately 1,118 acres. See Exhibit A.
The North Central Omaha CRA includes the following census tracts and block groups: 58-1; 61.01-2 & 3;
63.01-1, 2 & 3; 63.02-1, 2, 3, &4; 63.03-1 &2; 65.06-1 &2. See Exhibit B. The North Central Omaha
CRA has slightly irregular boundaries on the north, south and west and are generally described as
follows:
The north boundary runs along Vane, Whitmore, Mary, and Redick Streets and the
Sorensen Parkway (from east to west); the east boundary is 48th Street;the south boundary
runs along Ruggles Street from 48th to 50th Streets, Spaulding Street from 50th to 52nd
Streets,and Boyd Street, Northwest Drive, and Taylor Street from 52nd Street to 60th
Avenue; the west boundary is 60th Avenue and includes an irregular line along Ville
de Sante Drive at Hartman Avenue including adjacent portions of Public Rights of
Way.
Land uses range from residential to commercial to agricultural. The area has a mix of zoning districts
which are as follows:
• CC—Community Commercial
• R1-R8—Residential: ranging from Single-Family large lot, low densities to High Density
Multi-Family
• DR—Development Reserve
• GC—General Commercial
• LO—Limited Office
• CC-MCC—Community Commercial with a Major Commercial Corridor Overlay District
At the time of the designation study,the following conditions were identified as Substandard and
Blighted conditions,many of which remain:
• Average age of structures is over 40 years
• High density of population and overcrowding
• Unemployment is greater than 120%of the State average
• Per capita income is lower than the average of the City of Omaha
• Inadequate and obsolete sanitation systems
• Existence of crime that endangers life and property.
These are conditions which are often conducive to ill health, transmission of disease, infant mortality,
juvenile delinquency, and crime,endanger life or property and constitute an economic and social liability
detrimental to the public health, safety, morals or welfare. Exhibits C &D are tables which illustrate
how the areas continue to meet the demographic conditions according to the Community Development
Law, based upon the US Census Bureau, American Community Survey 5-year estimate 2006-2010.
As the result of a new potential TIF project to be located at the northeast corner of 60`h& Sorenson Pkwy,
a new, proposed CRA has been studied by the City of Omaha Planning Department to determine if it
meets the conditions under the Community Development Law to designate the proposed area as a CRA.
Refer to the cross-hatched section of the attached maps. This proposed study area is included in census
tract, block group 63.01-01 and is approximately 24 acres. It is an area that is located within a census
tract that displays characteristics of blighted and substandard conditions that satisfy the requirements of
the Community Development Law. The proposed study area meets the Community Development Law
based on the following conditions for the CRA designation are as follows:
Blighted and Substandard conditions:
The proposed study area has some undeveloped/development reserved land and agricultural land
which may pose challenges for redevelopment. There is a significant section of densely wooded
area where the potential TIF project proposes development. There are still inadequate and
obsolete sanitation systems throughout the proposed study area. There is also the present of some
commercial structures which have outlived their usefulness.
Other Blighted conditions:
The per capita income and age of structures meet the blighted criteria for this proposed study area
-census tract 63.01,block group 1, according to the most recent US Census Bureau, American
Community Survey 5-year estimate 2006-2010.
A precursor to the application for TIF, a financing and economic development tool, is that the project site
must be in a CRA designated area. This potential TIF project is adjacent to the North Central Omaha
CRA. Results of this study determined that there was limited opportunity for significant economic
development along the Sorenson Pkwy Corridor and near the intersection of 606 & Sorenson Pkwy.
Thus,there is only a small area to be considered for the CRA designation and to be included within the
existing North Central Omaha CRA boundaries. Based on the limited opportunities for significant
economic development, the cross-hatched area on the map, Exhibit will be added to the existing
North Central Omaha CRA Designation thereby expanding its original boundaries.
The community redevelopment area designation is the first step to allow for the future authorization of
TIF. The redevelopment plans will authorize the utilization of Tax Increment Financing(TIF)within the
amended community redevelopment area. If approved, TIF may be used to cover some of the TIF
eligible costs associated with acquisition, demolition, site preparation, architectural and engineering fees,
environmental remediation, grading and public improvements.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the primary objectives of the City of Omaha's Master Plan and
Community Development Program are to encourage additional private investment and infill
development within inner city neighborhoods; and to eliminate the conditions which are
detrimental to the public health, safety and welfare by developing vacant, underutilized property
within these neighborhoods; and,
WHEREAS, State Statute 18-2109 requires that before any redevelopment plan
be prepared, the City Council must declare that the proposed redevelopment area, hereinafter
called a community development area (CRA), meets the standards established by Nebraska's
Community Development Law as being a substandard and blighted area in need of
redevelopment; and,
WHEREAS, a North Central Omaha CRA Designation was approved by the
Omaha City Council, Resolution #1340 on December 5, 2006 and comprised an area of
approximately 1,118 acres within the following census tracts and block groups: 58-1, 61.01-2 &
3, 63.01-1, 2 & 3, 63.02-1, 2, 3, & 4, 63.03-1 & 2, 65.06-1 & 2; and
WHEREAS, a study was conducted by the City of Omaha Planning Department
for the purposes of recertifying the North Central Omaha CRA Designation based on conditions
such as age of obsolescence, inadequate and obsolete sanitation systems, lower per capita income
than the average of the City of Omaha; and,
WHEREAS, a study of an approximately 24 acre area within census tract, block
group 63.01-01, northwest of and adjacent to the North Central Omaha CRA, not included in a
CRA, to determine its qualifications of meeting the CRA conditions as per the Community
Development Law for the purposes of expanding the original North Central Omaha CRA
boundaries to include the approximately 24 acres; and,
WHEREAS, the proposed 24 acre study area meets the conditions of both
blighted and substandard as defined by State Statute 18-2103 pursuant to the analysis described
in Exhibit "A" attached hereto and made a part hereof; and,
WHEREAS, at its public hearing on December 4, 2013, the City of Omaha
Planning Board approved the request that the North Central Omaha CRA designation be
recertified and further that the study area be designated a community redevelopment area; and,

WHEREAS, the study area is within the corporate limits of the City of Omaha
and will be designated a community redevelopment area upon City Council approval; and,
WHEREAS, this analysis and designation shall supplement and not supplant the
areas already declared blighted and substandard within the study area; and,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the 1,118 acres of the North Central Omaha Community Redevelopment
Area (CRA) is recertified as blighted and substandard and that the proposed 24 acre study area
within census tract, block group 63.01-01, northwest of and adjacent to the North Central Omaha
CRA is hereby declared to meet the standards of a substandard and blighted area in need of
redevelopment as contemplated by the requirements of Nebraska Community Development Law
and will become part of the North Central Omaha CRA.
