On January 9, 2014, the Parks and Recreation Board approved the total amount of$253,060.75, with the following conditions: The SID should reconsider the perennial species, remove marshmallow ash trees from the listing, set plantings back 8 feet from the walkway, make landscape enhancements (council rings and shelters) ADA compliant, and submit final plans to Park Planning for review. In December, 2011 the Park and Recreation Advisory Board approved removal of the sediment basins within the Quail Hollow area of the Park,construction of mitigated wetlands as required by U.S.Army Corps of Engineers, and construction of a trail linking the trail west of 163rd Street to the rest of Black Elk Park on the east. The S.I.D. is currently requesting that the Board approve the next phase of the project involving the tree mitigation plantings, landscape enhancements and an additional phase of the trail which would link the Phase I trail to W Street. The fiscal agent for the S.I.D.approved general bond expenditures up to$180,000 including soft costs. The estimate for the project is$253,060.75 including soft costs. If the project comes in over$180,000, the project will be done in phases. RECOMMENDATIONS: The plans generally comply with previous master plan and discussions. The park is located south of the intersection of 162nd Avenue and W Street in Omaha, Nebraska. In the winter of 2012 the Parks and Recreation Advisory board approved the Phase 1 portion of the Quail Hollow Park project. Phase 1 included a sediment basin removal, construction of wetlands (as required by the U.S. Army Corps of Engineers permit NE 1999-10351) and construction of approximately 700 feet of concrete trail (six feet wide and five inches thick). Construction of Phase 1 was completed in August of 2012. The trail constructed in Phase 1 provided a connection between 163rd Avenue and Black Elk Park (see attached location map). The proposed work for Phase 2 will include a new concrete trail, required tree mitigation from previous phases and landscape improvements within the park areas of Quail Hollow. During the Parks and Recreation Advisory Board meetings for Phase 1, the board expressed that any future phases of the park would require a trail connection between 163rd Avenue and W Street. The proposed Phase 2 trail will provide that connection through the park and wetlands areas between 163rd Avenue and W Street. The tree mitigation for the project, which consists of 86 trees will also be completed within Phase 2. In addition to the tree mitigation, the SID 437 Board would like to construct landscape improvements and plant additional trees at the park entrances and borders. The intent of the landscape improvements and additional trees are to attract more use of the park and trails by the neighborhood residents and to provide a better barrier between the park and neighboring lots. The SID 437 board intends to bid this project in February 2014 with construction anticipated to begin in March 2014. Construction will not begin until approval is received from the Parks and Recreation Advisory Board. No additional land will be acquired for the project as the entire project falls within the existing boundaries of Quail Hollow. Enclosed please find a project location map, two (2) full size and twelve (12) half size sets of plans for Quail Hollow Park — Phase 2. Also enclosed are twelve (12) copies of the engineer's estimate for Parks and Recreation Advisory Board review. WHEREAS, the Parks, Recreation, and Public Property Department recommends that these improvements be approved; and WHEREAS,the Mayor has recommended approval of these improvements. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: THAT, as recommended by the Mayor, costs in the total amount of$253,060.75 for park improvements consisting of a new concrete trail, tree mitigation plantings, landscape enhancements with conditions for S&ID No. 437, Quail Hollow, located southeast of 168th and Q Streets, is hereby approved.
