Transmitted herewith is a Resolution authorizing payment to VirTra Systems in the amount of
$111,710.00 for a Firearms Simulator — VirTra Systems V-180L for the Omaha Police
Department Training Academy.
VirTra Systems is a sole source vendor and is a firm qualified to provide the firearms simulator.
VirTra Systems is the only manufacturer and distributor that provides this product with the
specific amenities needed for the firearms training program. Such amenities are a full 180
degree, 3-screen (expandable to 300 degree, 5-screen) firearm simulator that utilizes HD video
portrayed on the 3 screens simultaneously to provide a seamless, immersive training
environment.
In accord with the provisions of Section 5.16 of the Home Rule Charter, when there is a sole
source vendor, the City Council may, by resolution, authorize the Purchasing Division to issue a
purchase order for the equipment.
The Police Department requests your consideration and approval of this Resolution.
The Firearms Simulator will be purchased in conjunction with a gift from the Omaha Police
Foundation in the amount of$81,700.00, the total purchase being $111,710.00.
The City of Omaha's share for the purchase of the firearms simulator in the amount of
$30,010.00 will be paid from the $509,406.00 2011 Edward Byrne Memorial Justice Assistance
Grant, #2011-DJ-BX-2287, approved by City Council October 30, 2012, Ordinance No.39503,
Grant Period October 1, 2010 to September 30, 2014.

SOLE SOURCE JUSTIFICATION
VirTra Systems is a sole source vendor and is a firm qualified to provide the firearms
simulator. VirTra Systems is the only manufacturer and distributor that provides this
product with the specific amenities needed for the firearms training program. Such
amenities are a full 180 degree, 3-screen (expandable to 300 degree, 5-screen, firearm
simulator) that utilizes HD video portrayed on the 3 screens simultaneously to provide a
seamless, immersive training environment.
The Threat-Fire return-fire simulator device was patented by VirTra(United States Patent
No. 8,016,594 and 8,267,691), and VirTra is the only manufacturer to offer such
technology where a safe electrical impulse can be administered to enhance realism and
consequence.
VirTra is the only manufacturer to provide an upgrade path that allows departments to
upgrade to their multi-screen systems, which are the epitome of simulator training.
VirTra Threat-Fire return-fire simulator device delivers a safe and adjustable electrical
impulse to simulate hostile fire during training with the intent to enhance realism and
consequence. Other manufacturers offer hostile/return fire technology in the form of
foam ball projectiles, plastic projectiles, or electric shock to simulate a hit from a suspect.
It is essential that police officers are trained as close to real world conditions as possible.
VirTra makes this possible by offering a unique and patented feature called the Treat-Fire
return-fire simulator.
The Threat-Fire return-fire simulator is a small device that attaches to an officer's duty
belt while the officer is engaged in scenarios in front of the simulator. Should an officer
not perform the correct tactic, action or response, the training officer can deliver a safe
electrical impulse via the Threat-Fire device worn on the duty belt as a way to reinforce
realism and consequence. What is unique is that unless the officer normally wears
glasses for vision, it is not mandatory for the officer to wear eye protection, face
protection, or additional body protection to participate in the simulated exercise. In
essence, the officer is being trained in gear they use without having to don additional
safety gear or other devices to support the training.
Manufacturers that offer foam ball and plastic projectile technology recommend that
officers wear eye protection in an effort to protect the eyes from incoming projectiles.
Manufacturers that offer electric shock technology do so with the possibility of infringing
on VirTra's patent. VirTra's patent makes them the only manufacturer allowed to use
electric shock in front or inside a training simulator.
While conducting simulator training, it is essential that an officer be equipped to the
norm, without having to don safety gear, or other non-work-related gear, to support the
training.
VirTra upgrade path is essential in that it will allow the Department to upgrade to a five-
screen simulator at a later date.

A one(1)year"Full Coverage" level warranty is included with system purchase. It is suggested
that additional warranty coverage be added to ensure proper performance of the system for the
