The attached Ordinance provides for the amendment of the classification of Safety Inspector by
its reassignment to a higher salary level.
The classification of Safety Inspector was last reviewed and amended in 2005. The State of
Nebraska Department of Motor Vehicles (DMV) is implementing new policies and procedures
which will impact the city's training and testing processes for city employees who are required to
obtain/possess a commercial driver's license (CDL) to perform their duties.
Currently, three full-time city employees conduct training and testing for city employees seeking
to obtain a CDL. The training, which the city employees conduct in addition to their regular job
duties, prepares the trainees to successfully pass the CDL test. A new rule from the DMV
stipulates that an individual who conducts training shall not be the same individual to administer
the test. As such, while the three city employees can continue to conduct training, the Safety
Inspector will conduct the actual test.
Due to the heightened level of responsibility and the increase in the minimum number of years
of experience required to successfully perform these duties, it is recommended that the
position's salary level within the Administrative and Executive (AEC) bargaining unit pay scale
be increased from 11 AEC ($44,500.82-$52,928.20) to 15 AEC ($51,556.44-$61,219.86).
This amendment was submitted and approved by the City of Omaha Personnel Board at its June
26, 2014 meeting.

AN ORDINANCE to amend Section 23 - 177 of the Omaha Municipal Code by
amending the pay range for the employment classification entitled Safety Inspector from 11 AEC
($44,500.82-$52,928.20) to assign it to 15 AEC ($51,556.44-$61,219.86); to repeal Section 23 -
177 as heretofore existing; and to provide the effective date hereof.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. Due to the length of the affected ordinance, Omaha City Council Rule VII(B)
requiring amending ordinances to recite the entire section is hereby waived solely for the
purposes of this ordinance and only the lined out material to be deleted and the underlined
material to be added shall be recited herein.
Section 2. That part AA. Classifications — Administrative and Executive, subpart
Personnel (02) of Section 23 - 177 of the Omaha Municipal Code is hereby amended by changing
the salary range for the classification entitled Safety Inspector, Code Number 4057, from 11 AEC
($44,500.82-$52,928.20) to 15 AEC ($51,556.44-$61,219.86), as follows:

Section 4. This ordinance, being legislative in character, and in accordance with Section

(15) following the date of its passage.

SAFETY INSPECTOR
NATURE OF WORK
This is technical work in developing and supervising maintaining a comprehensive safety
program for City employees to ensure a culture of safety as a top priority. Work involves
assisting in the development of departmental safety regulations, investigating methods and
equipment used on City projects to determine compliance with safety standards, conducting
safety training in all areas of safety and first aid principles and methods, processing and
analyzing accident and injury reports, and making recommendations as to the means to avoid
accidents or injuries in similar situations. The incumbent will help administer other non-safety
training programs for City employees in cooperation with various city departments and divisions.
This classification differs from the Safety and Training Coordinator in that the Safety Inspector
handles the fundamental issues and cases requiring less specialized technical expertise/training.
An employee in this classification works with considerable independence, receiving general
supervision from a superior. under the immediate supervision and guidance of the Safety and
Training Coordinator.
ESSENTIAL FUNCTIONS (Any one position may not perform all of the duties listed, nor do
the listed examples include all of the duties that may be performed in positions allocated to this
class.)
Conducts Commercial Driver's License (CDL) 3rd Party testing in accordance with Nebraska
Department of Motor Vehicles rules and regulations.
Monitors job sites and mobile operations for compliance with City safety policies and applicable
government codes.
Inspects facilities and equipment, makes recommendations for remedial action and develops and
updates emergency procedure programs.
Attends and facilitates safety meetings and training, and with the approval of their supervisor,
makes presentations to employees or coordinates appearances by independent speakers to teach
various safety topics.
Investigates employee accidents and injuries occurring on the job, interviews victims and
witnesses to ascertain the causes and safety precautions needed, and processes accident reports
and property damage claims, all under the direction of supervisors.
Compiles and analyzes employee injury statistics and generates reports from them.
Educates employees about past accidents and injuries as to the a methods means to prevent
future accidents and injuries avoid them.

Organizes divisional safety committees to discuss and formulate safety policies, and presents
Plans, schedules, and conducts safety meetings, making presentations to employees or
coordinating appearances by independent speakers to treat such topics as first aid, the use of
safety and emergency equipment, bloodbornc pathogens, and acquiring specific licenses and
certifications.
Distributes safety articles, bulletins, posters, and related materials, and compiles and maintains
safety manuals.
Enforces the City's drug and alcohol policy by conducting for-cause (reasonable suspicion) and
random drug and alcohol testing on City employees.
Supports and creates a pro-active safety culture throughout the City workforce.
Assists with ergonomic evaluations and solutions as requested by City management.
Assists with compliance with federal, state and local laws relating to functions performed within
all City Depai lnients as they pertain to safety and training.
Administers training programs and activities to all departments including but not limited to
safety programs, employee assistance, supervisory training and cooperative education.
Generates and distributes quarterly employee sick leave reports to all department and division
administrators, forwards submitted requests for sick leave counseling to the City's Sick Leave
Committee for review, and sits as a departmental liaison on that committee.
Performs other related duties as assigned or as the situation dictates within the scope of this
classification.
REQUIRED KNOWLEDGE, SKILLS. AND ABILITIES
Knowledge of basic business English. spelling, grammar and punctuation.
Knowledge of and ability to operate a computer or other technology using standard or
customized computer or systems software applications appropriate to the assigned tasks.
Knowledge of standard municipal and industrial safety principles and practices.
Knowledge of the equipment and procedures used in industrial or municipal service,
construction, and maintenance operations.
Knowledge of first aid principles and practices.

Ability to compose, develop, instruct, and evaluate safety and first aid courses and programs.
Ability to communicate with employees to train and evaluate them in first aid and safety related
training and programs.
Ability to maintain safety related records and compile reports based on data received such as
injuries and accidents, their causes, and steps taken to avoid them in the future.
Ability to administer research, review, and interpret city, state, and federal regulations regarding
safety, including OSHA standards, to ensure their compliance.
Ability to understand written or oral instructions.
Ability to effectively speak. instruct, and actively engage on topics in front of a wide variety of
groups of people including citizens, employees, and various governmental bodies.
Ability to adhere to safety policies, procedures and guidelines.
Ability to sit from 51 to 75% of the time, to reach, bend, walk, stoop, stand, or lift from 26 to
50% of the time, and to climb, balance, squat, kneel, crouch, crawl, push, pull, or type up to 25%
of the time.
Ability to use up to twenty (20) pounds of force to move objects up to 33% of the time, to use
up to ten (10) pounds of force to move objects from 34 to 66% of the time, and to use lesser
amounts of force to move objects from 67 to 100% of the time.

EDUCATION AND EXPERIENCE (The knowledge, skills, and abilities above may be acquired
through,but are not limited to, the following combination of education and/or experience.)
Associate's Degree in Commercial Driver's Licensing, Ergonomics, Industrial Maintenance/
Safety, or a related field
AND
Two years of experience in a safety or first aid related program
Two (2) years of college level course work in Safety and Health. Public or Business
Administration, Personnel Management, Education, Industrial Engineering or a related field.
AND
Three (3)years of experience in occupational safety and health work.
OR
Any An equivalent combination of training education and experience.
SPECIAL QUALIFICATIONS
Must be able to transport oneself or coordinate transportation to worksites throughout the City
during the course of the workday.
Must possess a valid motor vehicle operator's license at the time of application.
Must possess a Class "B" Commercial Driver's License (CDL) by the end of the probationary
period.
Must become certified as a third party examiner 3rd Party Tester by the State of Nebraska to
conduct CDL testing.
Must obtain a State of Nebraska Department of Health and Human Services Class "C" permit
to perform preliminary breath tests as soon as possible after the date of hire. by the end of the
probationary period.
WORKING CONDITIONS
Work is performed primarily in an office setting, however, at times an employee in this
classification works outdoors in all weather conditions, at times near vibrating machinery,
electrical currents, or moving mechanical parts, in high places or confined spaces, in conditions
of fumes, odors, dust, mists, gases, or noise levels requiring shouting to be heard.
