Rescue and Emergency Building Shoring training instruction in the amount of $21,190. The
Trench Rescue and Emergency Building Shoring training will enhance Omaha Fire
Department's ability to perform trench rescue and collapsed structure response.

Thank you for your request for information about our Trench Rescue and Emergency Building
Shoring classes. We appreciate the opportunity to submit the enclosed material for your
review. In case you didn't know, CMC has been providing quality equipment and training to fire
departments, military and law enforcement agencies,and private companies for over thirty-five
years. All of our course material is kept up-to-date because of the vast number of our contacts,
the extensive information we gather for our teaching,and our experiences in day-to-day rescue
work throughout the United States. Our instructors are the tops in this field. They not only
have years of experience teaching rescue techniques, but even more years of experience in
actual rescue situations — by managing and performing rescues on an almost daily basis.
Because these experiences demand such versatility and skill,our team is the best there is at
creating realistic, "on-site"training classes.
Our Trench Rescue and Shoring course is designed to provide your firefighters with the skills
necessary to rescue persons trapped in trenches and excavations. This course, like all our
courses, is hands-on intensive. You will need to supply the equipment, obtain a site location
and coordinate the digging of the trenches. Municipal agencies often work out
arrangements with their Public Works Departments or local water utilities to dig the
trenches or"loan"equipment for the class in exchange for space in the course. I have
provided drawings of the trenches so you have an idea of what we would need.
The Emergency Building Shoring class gives rescuers practical information about how to
safely enter,stabilize and search collapsed structures.While the course was originally
developed for response to earthquake damage,there are many other, more common,
causes for structural collapse such as tornados and explosions.
There are specific tool, lumber and prop requirements for each class.The cost of the lumber
is included in the price so if you have it or have another source,we can reduce the cost
accordingly.The hand and power tools detailed on the enclosed list are also your
responsibility. For training locations we will need a classroom and field locations including
trenches,for the balance of each class. We have used traditional fire drill towers as well as
industrial buildings and other structures.Some clients have even located soon to be
demolished houses that we have helped along and then shored up for added realism.
I have enclosed Course outlines and Equipment Lists for both classes.
Your message didn't state how many you wanted to train but for these classes we can go to
as many as 24 in a class with the classes being taught using two instructors.
Each class is currently taught on a 3-day/24 hour basis but if it all the same students I think
we should be able to condense some of the lecture portions and do it in a 5-day/40 hour
week.
The price for both classes together in one week will be$21,190.That price is complete and
includes instruction, all instructor travel and per diem expenses, notebooks for each class,
lumber and hardware etc.The classroom,training sites-including trenches and tools are
your responsibility.

This course combines one day of classroom work on basic structural principles with
two days of practical skills in site evaluation and shoring procedures. It emphasizes
hands-on building shoring techniques for First Responders and meets the FEMA
Heavy Rescue Specialist requirements and Technician level Structural Collapse
requirements of NFPA 1670.
Training sites must have space to store and cut lumber and miscellaneous structures
to practice shoring. The best locations have a variety of spaces including open
staircases, doorways, low roofs etc. In previous classes we have used storm
damaged apartments, houses ready for demolition, drill towers and industrial
buildings.

Thank you for your interest in START Rescue Training, Inc.'s rescue training programs.
Per your recent email request, your organization is interested in a five (5) day, fifty (50)
hour combination trench and structural collapse shoring operations Level I training
course. This course will meet the requirements of NFPA 1670 Operations and 1006 for
Trench Rescue Level I and Structural Collapse Rescue Level I. I have provided below
the rate to provide the instructional services and travel expenses for instructors to
provide you with said course request.

Inclusions, Payment & Fees
The rates listed above include; instructor(s), training manuals for participants, certificate
of training upon completion, travel, lodging and meals expenses for instructors and $1
million general liability insurance.
Payment for each course is due within 15 days of the completion of each course. A late
fee of 1.5% of the course cost may be charged if payment is not received by the due
date. Course dates can be held/confirmed with a purchase order, contract or by credit
card.
Any additional client prescribed fees, such as additional insured; permits, etc. will be
invoiced accordingly. If additional days are required for any safety/security orientation,
instructor hours may be billed to client for additional time/day per diem.
Each participant is required to provide the proper personal protective equipment for each
class. At minimum; helmet w/chinstrap, safety glasses, leather gloves, steel toed work
boots, acceptable rescue clothing (long shirt and pants), clothing for appropriate and
inclement weather.
Your agency must provide all the necessary rescue equipment, and training props
needed for each program and must be able to handle skill stations as one time. A
classroom must be provided for each day of the class. The rate listed does not include
lunches for students. If rescue equipment is required to be provided by START Rescue
Training, Inc. there will be an additional rental charge accordingly. If there is a need for
developing training props and you retain START Rescue Training for consulting
services, there shall be an additional charge for consulting fees, based on a per hour
rate.
There may be specific site needs and equipment requirements for each program. Such
requirements are listed with each course description.
We will make the best attempt to accommodate your training schedule, however, it is
strongly recommended do to the high demand for our training programs, that you book
at least 4 month in advance.
Cancellation policy due to personnel and equipment logistic errors are subject to a
cancellation/rescheduling fee of 25% of course rate with less than 30 days notice and
50% of course rate with less than 72 hours notice.
Course rates are good for one (1) year from the date listed at the top of this proposal.

Provide a detailed overview for this PET request,the expected outcomes to be achieved and how it will enhance the emergency responders
capabilities to respond to natural,technological and security hazards.
The Specailized Rescue Response Teams in the Td-County Region are currently trained at the Technician Level Trench Rescue.The intent of this course would be tc
act as a certified refresher course for the Trench Rescue Technicians,but also include new and additional training in Shoring and Collapse rescue procedures. The
skills and equipment used during these incidents are very similar. The combination course would refresh the Trench skills and address the shoring and building
coltaspe skills and technical certification gap for building collapse response that exisils within the region. With the many construction projects within the Tri-County
region and the continuing sewer sepera8on project in the Omaha Metro area,Trench Rescue skills are imperative to remain current with new standards and
techniques. The addition of shoring and collapse response training will not only enhance skills existing skills but also ado to the skill set of responders. Most recently,
the knowledge gap in actual collapse and building shoring skills was evidenced in a fatal incident involving a motor vehicle striking a building. This gap of specific
building collapse and shoring knowledge initiated a conversation among Response Team leaders of the constant dangers of building collapse and the need for this
knowledge/capability. The leaders identified several incidents where this knowledge would come into play,for example' buildings compromised by fire,WMD events,
natural events such as earthquakes,floods,intense storms,and man-made incidents as mentioned above.
The course cost would be approximatiey$21,500 for a five day intensive Trench,collapse and shoring course. The course would train 24 individuals from Omaha
Fire,Papillion Fire and Bellevue Fire. These are the agencies that have Specialized rescueleams that would respond to such incidents within the Tn-County region
An additional cost of$16,000-18,000 of Overtime would be required to support members attending on their day off. The course would meet our goal of Trench
Rescue Refresher requirements and certify these 24 personnel at a Tech Level shoring and collapse emergencies. Course outline and cost breakdown are
accompanied by attachment. The budget for this project is$37..642.00, any additional costs for Overtime will be will be pad for by Omaha Fire Department and
Papillion Fire Department budgets.
