Minutes
The Board of Directors of the Transit Authority of the City of Omaha, d/b/a Metro, held an
emergency Board Meeting on Friday, September 19, 2014 at 1:30 p.m. in the Authority's
Administration Building, 2222 Cuming Street, Omaha, Nebraska 68102. Reasonable efforts to
provide advance notice to the public of the meeting were made by publication in the morning
edition of the Omaha World Herald, September 19, 2014 along with publication on the Metro
website. Staff provided local news media with notice of the emergency Board Meeting, including
notification as requested to certain news media. For the benefit of the public in attendance, a
copy of the Open Meeting Law is posted in the meeting room and the Agenda is posted on
bulletin boards located in the facility lobby.
The purpose of the Emergency Board Meeting is to Request Approval of the minutes of
Emergency Board Meeting held on September 5, 2014. Request Approval to Rescind
Resolution No. 393 Amended Final Tax Levy and Allocation, and Request Approval to Adopt
Resolution No. 394 Amended Final Tax levy and Allocation.

Agenda Item # 1: Call to Order
Ms. Haase called the meeting to order at 1:30 p.m. For the benefit of the public in attendance a
copy of the Open Meeting Law is posted in the meeting room and the Agenda is published on
the display in the facility lobby.
Agenda Item # 2: Request Approval of Minutes from Emergency Board
Meeting held on September 5, 2014
The Chair entertained a motion for the approval. Motion was tabled until September 25, 2014
Board meeting and we revisit the Board Meeting Minutes of September 5, 2014.

Agenda Item#3: Request Approval—To Rescind Resolution No. 393 Amended
(D. Finken) Final Tax Levy—CY 2015
The Transit Authority of the City of Omaha has called an Emergency Board Meeting today,
September 19, 2014 at 1:30 p.m. in order to rescind and approve resolutions to Amended the Final
Tax Levy. Staff is requesting authority to approve a resolution to rescind Resolution No. 393 Final
Tax Levy allocation for CY 2015. At the September 5, 2014 Emergency Board Meeting, Resolution
No. 393 was approved to establish the final tax levy allocation. On September 18, 2014 the
Douglas County Assessor's Office sent another copy of the Amended Certified City of Omaha
Property Valuation for 2014, which included a larger Attributable to Growth Amount. The amended
certified value was then used to recalculate the Amended Final Tax Levy Rate, thereby
necessitating the need to rescind Resolution No. 393.
The Chair entertained a motion for the approval. Motion by Mr. Leahy; Second by Mr. Lund to
approve the Resolution as presented.

Agenda Item #4: Request Approval —To Adopt Resolution No. 394 Amended

Staff is requesting approval of Resolution No. 394 Amended Final Tax Levy for CY 2015. The
Douglas County Assessor's Office sent out a second Amended Certification of Value of the City of
Omaha and it was received by Metro on September 18, 2014. The certified valuation amount on

WHEREAS, Nebraska Statute 77-3443(3) requires all political subdivisi4 citt
city and county levy authority to submit a final request for levy allcS tkl ttoNt K

WHEREAS, the Omaha City Council and the Douglas County Board of Commissioners
are the levy authorities for the Transit Authority of the City of Omaha;
NOW, THEREFORE BE IT RESOLVED that the Transit Authority of the City of
Omaha's tax request for budget year 2015:

assessed valuation.

the second amended document included a larger 2014 Value Attributable to Growth amount than
the previous documents. The Nebraska State Auditors forms were completed with the new
Douglas County assessor's amounts and an additional $229,470 or 1.58% more in restricted funds
is available to Metro. The new calculation also increased the 2015 Tax Levy Rate from .05190 to
.05270, which is split equally with the City of Omaha and Douglas County. As a result of the
increase in the restricted funds to $15,261,252, Metro's 2015 Preliminary Budget will increase from
$29,328,335 to$29,557,805. The increase in the 2015 Preliminary Budget will be publicized in the
OWH within the next 20 days to notify the public of the change from the original Notice of Budget
Hearing publicized on July 24, 2014.
The Chair entertained a motion for the approval. Motion by Mr. Leahy; Second by Mr. Young to
approve the Resolution as presented.
