The attached Resolution authorizes the Mayor of the City of Omaha to apply for and accept a
Nebraska Affordable Housing Trust Fund (NAHTF) grant of $472,000.00 from the Nebraska
Department of Economic Development. The City will use the NAHTF funds for the
rehabilitation of 16 owner-occupied housing units located east of 72nd Street with targeted
priority areas in the Deer Park, Columbus Park and Prospect Village neighborhoods.
The estimated cost for the rehabilitation of 16 homes is $792,000.00, comprised of$472,000.00
in NAHTF funds and $320,000.00 provided from Community Development Block Grant and/or
Lead-Based Paint Hazard Control grant funds.
This grant application will assist the City to implement the Single-family Rehabilitation Program
in the 2014 Consolidated Submission for Community Planning and Development Programs
Action Plan that was approved by the City Council on November 19, 2013 by Resolution No.
1413.

Homeowner Rehabilitation Program; Congressional District#2
Project Summary
The City of Omaha requests $472,000 in 2014 Nebraska Affordable Housing Trust Fund assistance
through the Nebraska Affordable Housing Program (NAHP) for the City of Omaha Homeowner
Rehabilitation Program. The NAHP funds will be matched with $320,000 in City of Omaha Community
Development Block Grant and/or Lead-Based Paint Hazard Control funds to assist sixteen (16)
homeowners with the rehabilitation of their owner-occupied houses.
Any owner occupied homes in the older areas of Omaha, areas located east of 72 Street, will be eligible
for assistance under the program. Three smaller targeted areas will be given the highest priority. The
program will give an emphasis to the Deer Park, Columbus Park and Prospect Hill neighborhoods.
Redevelopment Plans have been formally adopted, by the Omaha City Council for these three
neighborhoods. The formal plans establish specific boundaries, and owner occupied rehabilitation project
applications received from owners within these boundaries will be given priority. Additional priority will
be given to households with children at risk, and particularly to those where children have elevated blood
lead levels. These target areas are generally economically and physically distressed neighborhoods
comprised primarily of single-family homes and contain a disproportionate share of properties with
Property Maintenance Code violations.
Special consideration with marketing efforts will be given to homeowners located within these three
Redevelopment Plan areas, whose locations are generally described as: 1) Deer Park—generally located
between I-80 and Martha Street, from 15th to 20th Street; 2) Columbus Park—generally located between
Leavenworth and Woolworth Streets, between 24th and 28th Streets; and 3) Prospect Hill — generally
located between Hamilton and Lake Streets, from 30th to 36th Streets.
The Prospect Village target area contains 265 owner-occupied houses, and, according to the 2010
Census, over 30 percent of the households have incomes below the poverty level — which is more than
twice that of Omaha overall. Nearly 40 percent of the residential structures are in poor condition. The
City has underway a comprehensive revitalization program in this neighborhood, with multiple
partnerships coordinating efforts.
Deer Park Redevelopment Plan area contains about 571 owner-occupied homes, with about 29% of the
households with incomes below the poverty level, and about 21 percent of the homes are in fair or poor
condition. The Columbus Park Redevelopment Plan area contains about 410 owner-occupied homes,
with about 26 percent of the households with incomes below the poverty level, and about 31 percent of
the homes are in fair or poor condition
The Omaha Homeowner Rehabilitation Program will revitalize neighborhoods through complete exterior
rehabilitation and necessary interior rehabilitation of owner-occupied houses and will address childhood
lead poisoning with lead-based paint interim control measures and education. All housing units assisted
with NAHP funds will meet full NDED Rehabilitation Standards and the Omaha Property Maintenance
Code. A healthy homes inspection will also be performed on all houses inspected. The Program will
rehabilitate a minimum of 16 homes with NAHP assistance. The assistance will be in the form of a 5-year
grant agreement.
Eligibility is open to low- and moderate-income homeowners (80% of AMI or less). The City of Omaha
Target Area Program Homeowner Financing Guidelines underwriting standards will be applied in the
Program. The Homeowner Rehabilitation Program will not include permanent relocation nor demolition
activities.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the City of Omaha, Nebraska is an eligible unit of local government
authorized to file an application under the Nebraska Affordable Housing Aci for Nebraska
Affordable Housing Trust Fund (NAHTF) assistance; and,
•
WHEREAS, the City of Omaha, Nebraska, has obtained citizen comments on
housing and community development needs, and on October 2, 2014 conducted a public hearing
on an application for NAHTF funding to rehabilitate owner-occupied homes located east of 72nd
Street with targeted priority areas in the Deer Park, Columbus Park and Prospect Village
neighborhoods and received favorable public comment respecting the project; and,
WHEREAS, the rehabilitation of low- and moderate-income owner-occupied
homes is a priority of the City's Consolidated Submission for Community Planning and
Development Programs and the Single-family Rehabilitation Program is included in the 2014
Action Plan approved by the City Council on November 19, 2013 by Resolution No. 1413.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the Mayor is hereby authorized to execute all necessary documents and
amendments with the State of Nebraska Department of Economic Development to secure a
Nebraska Affordable Housing Trust Fund grant in the amount of Four Hundred Seventy-Two
Thousand Dollars and no/100 ($472,000.00) for the Single-family Owner-occupied
Rehabilitation Program to rehabilitate a minimum of 16 owner-occupied houses within an area
generally east of 72" Street, with targeted priority areas in the Deer Park, Columbus Park and
Prospect Village neighborhoods.
