The City will use NAHTF to provide rehabilitation financing assistance to investor owners of single-family (one to four units) rental properties in older neighborhoods east of 72nd Street with an emphasis on projects located within the Deer Park, Columbus Park and Prospect Village neighborhoods. All of the houses will be rehabilitated as part of the City's Consolidated Plan previously approved by the City Council, and will be occupied by persons whose household incomes are at or below 80% of the Median Income by Family Size as established annually by the U.S. Department of Housing and Urban Development. The use of the NAHTF award is estimated to help rehabilitate twenty-one (21) investor- owned single-family housing units. Total estimated cost for this rehabilitation program is $1,008,800.00 comprised of $483,800.00 in NAHTF, $115,000.00 in HOME Program Funds and $410,000.00 in private funds. This grant application will assist the City to implement the Rental Rehabilitation Program in the 2014 Consolidated Submission for Community Planning and Development Programs Action Plan that was approved by the City Council on November 19, 2013 by Resolution No. 1413. This supplements the City's homebuyer programs and owner-occupied rehabilitation programs. The 2014 Rental Rehabilitation Program (RRP) will rehabilitate 21 housing units, thereby preserving affordable housing, upgrading targeted neighborhoods and supporting other NAHTF initiatives in Omaha. All units will be affordable to households with incomes at or below 80% of the area Median Family Income. Property owners will be responsible for acquiring and maintaining documentation on tenant income, utility allowance and rent compliance during the affordability period. The overall construction cost to rehabilitate these housing units is projected at $1,008,800, including $483,800 in NAHTF funds and $410,000 in owner/investor funds. The City of Omaha will also make available $115,000 in HOME Program funds. While the funds may be used in any qualifying rental housing east of 72nd Street, there will be an emphasis on projects located within the three neighborhoods with defined Redevelopment Plan boundaries. The target neighborhoods are: 1) Deer Park — generally located between I-80 and Martha Street, from 15t" to 20th Street; 2) Columbus Park—generally located between Leavenworth and Woolworth Streets, between 24th and 28t" Streets; and 3) Prospect Hill — generally located between Hamilton and Lake Streets, from 30t" to 36th Streets. Applications for rehabs within these areas, as shown on the attached maps, will receive priority. The Program will provide rehabilitation financing assistance to investor owners of single-family (one to four units) rental properties. Investor owners are eligible for assistance if their property is located in the project area. Eligible property rehabilitation activities are limited to those necessary to correct substandard conditions, to make essential improvements and to repair major systems in danger of failure. Investors must own the property and match the RRP funds with private funds on a one-to- one basis. The minimum rental rehabilitation assistance required from the City is $1,000 per unit, the maximum NAHTF investment will be less than $20,000 per unit and the maximum per unit assistance from all City sources does not exceed the below limits: Unit Size Maximum Assistance Efficiency Unit $9,000 1 Bedroom Unit $10,000 2 Bedroom Unit $11,000 3 Bedroom Unit $12,000 4 Bedroom Unit and Larger 50% of Project Cost(up to $20,000) Handicap Unit(incl. physically visitable and/or accessible) $12,500* Lead Based Paint Reduction $1,000* * Additional subsidy per unit; except four bedroom units and larger. All units assisted under this program will meet full NDED Rehabilitation Standards, which must be maintained during the affordability period. The property must be affirmatively marketed. Assistance is provided in the form of grants to the homeowner for lead and radon abatement, and a deferred payment loan that is forgiven at the end of the applicable affordability period for the other remaining rehabilitation improvements.
