INTER-OFFICE COMMUNICATION
October 15, 2014
TO: Robert Stubbe,P.E., Public Works Director
FROM: Murthy Koti, P.E., P.T.O.E,P.T.P., City Traffic Engineer
CC: Chris Faulk, P.E.,Traffic Engineering Division
Robert Adams, OPPD
SUBJECT: String of Pearls Material Bid Selection
The Traffic Engineering Division would like to proceed with the selection and award of material
bids that were received on September 17, 2014 for the LED Retrofit and Replacement Globe
Kits. This bid was split into two parts:
1. Replacement Globe Kits—The selection will go to the low bid, which was Kriz Davis
Company, at$298.00 per unit, for 125 units, at a total price at $37,250.00
2. LED Retrofit Kit—The selection will go to the high bid, which was Kriz Davis Company,
at $427.50 per unit, for 125 units, at a total price of$53,437.50.
For the LED Retrofit Kit, the high bid is selected over the two lower bids because it is the only
bid that meets the two main specifications required by the City, which are color temperature
(kelvins) and light output(lumens). The City's specifications are based on matching the same
color and light output as the existing LED retrofit kits in the string of pearls installed two years
ago.
At 7:30 PM on October 9, 2014, staff from the City of Omaha and OPPD evaluated samples of
the LED retrofit kits from all three bidders installed in existing string of pearl light poles along
Abbott Drive. The evaluation panel members had a consensus opinion that the unit that was bid
by Kriz Davis provided the closest look to the existing string of pearl lights in terms of both color
and light output. The other two samples appeared dimmer and had a more yellow tinge than
white of the existing lamps. Also, light meter readings at the ground were taken of the three
samples and an existing metal halide lamp. The light reading of the Kriz Davis bid was identical
to the existing string of pearl light. The other two had light readings that were significantly lower
(approximately half the light output measured per foot-candles). A table summarizing these light
readings along with their comparisons of color temperature and light output with the bid
specifications is attached.

light output (measured in lumens).
The Public Works Department appreciates your interest and participation in the bidding process.
Section 10-110 OMC also provides that: "Within ten (10) days after a bid is rejected, any
rejected bidder may appeal to the city council by filing with the city clerk a written objection
