11111, Organization 113182 Air Support Unit, Account 42237 Aviation Expense; and funds in the
amount of $47,577.37 have been appropriated in Fiscal Year 2014, General Fund 11111,
Organization 113182 Air Support Unit, 43253 Aviation Parts; and funds in the amount of

AN ORDINANCE to accept the bid of Keystone Turbine Services in the amount of$107,651.09,
involving appropriations of more than one fiscal year as provided in 5.17 of the Home
Rule Charter, for the overhaul of one helicopter engine for the Omaha Police Department
Air Support Unit; to authorize the Finance Department to make payments from specified
accounts to Keystone Turbine Services for the cost of the engine overhaul in accordance
with the specifications; and to provide an effective date.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. That the bid of Keystone Turbine Services in the amount of$107,651.09 for
the overhaul of one helicopter engine for the Omaha Police Department Air Support Unit, is
hereby accepted and the same hereby approved.
Section 2. That the Finance Department is authorized to make payments to Keystone
Turbine Services for the cost of the overhaul in the amount of$49,508.30 from the Omaha Police
Department, Fiscal Year 2014, General Fund 11111, Organization 113182 Air Support Unit,
Account 42237 Aviation Expense; and in the amount of $47,577.37 from Fiscal Year 2014,

Specifications:
The Omaha Police Department Air Support Unit requests bids for the overhaul of compressor SN
CAC-43500 and turbine SN CAT27166 sections and inspection of gearbox Serial#CAG-28216.
The compressor and turbine section requiring overhaul has a total time since new of 3500 hours
and 1750 hours since hot section inspection, that has been serviced with Aeroshell 560, 3rd
generation oil since new.
Overhaul compressor and turbine section in accordance with:
Rolls Royce Overhaul Manual C20 series 10W3, Maintenance Manual 10W2, Engine Illustrated
Parts Catalog 10W4.
Comply with applicable Commercial Engine Bulletins (CEB), Commercial Service Letters
(CSL) and applicable Advisory Directives(AD)
Comply with CEB 1365 Power Enhancement
Complete scheduled Rolls Royce engine Inspections
Comply with applicable accessory upgrades and service bulletins and Advisory Directives
Use genuine Rolls Royce parts
Bidder should include all costs associated,and indicate all specifics as to warranty of their work.

In addition to a total cost for the overhaul, it is also requested that the bidder provide a

The bidder will indicate in their response if they are acceptant of the Air Support Unit acquiring
needed parts from their own sources and supplying these to the contractor for installation. Any

The entity awarded the bid will, after initial inspection of the engine, provide the Air Support
Unit with a list of needed parts.
It is required that any potential bidder be an Authorized Maintenance, Repair and Overhaul
Center (AMROC)for Rolls Royce/Allison Aircraft Engines.

publication are consistently utilized):

4. KTS uses only genuine Rolls-Royce M250 new, overhauled, serviceable and/or
repairable material with proper FAA and RRC or Honeywell certifications. KTS further
agrees to allow OPD to supply their own parts (and KTS will embody said parts) as long
as each part is received with proper traceability documentation from both and FAA and
RRC-approved source(s) and are of the latest modification standard applicable for use in
this OPD engine.
5. Shipping costs: KTS will pay for all shipping-related costs to deliver engine s/n CAE
271012 to KTS and return to OPD.
6. A final full performance engine test(conducted in our fully RRC certified and correlated
all-digital engine test cell)will be accomplished and a copy of the test cell certificate will
be included with the returned engine logbook.
7. All removed material (i.e., not being embodied during the overhaul process) will be
tagged with final condition/disposition and returned to OPD.
8. Warranty. Full warranty support is outlined per the enclosed Warranty Program
document.

RASA The Bilateral Aviation Safety Agreement(BASA)is an executive
agreement concluded between the United States and a foreign country
for the purpose of promoting aviation safety;also known as an
Agreement for the Promotion of Aviation Safety.
Certificate Holder In these operations specifications,the term"certificate holder"means
the holder of the repair station certificate described in these operations
specifications in Part A paragraph A001 and any of its officers,
employees,or agents used in the conduct of operations under this
certificate.
CFR Code of Federal Regulations
Class rating As used with respect to the certification,ratings,privileges,and
limitation of aircraft within a category having similar operating
characteristics.
EASA European Aviation Safety Agency
EASA Accountable The manager who has corporate authority for ensuring that all
Manager maintenance required by the customer can be financed and carried out
to the standard required by the EASA full-member Authority.
Exemption An authorization that permits an alternate means of compliance with a
specific CFR. The exemption must meet the procedural requirements
of 14 CFR Part 11.
FAA Accountable A person designated by the certificated repair station who is
Manager responsible for and has authority over all repair station operations that
are conducted under 14 CFR Part 145,including ensuring that the

primary contact with the FAA:
Geographic An approval provided to a repair station located outside the United

d. Limitations and Provisions.
(1) Antidrug and Alcohol Misuse Prevention Program inspections and enforcement activity
will be conducted by the Drug Abatement Division, Questions regarding these
programs should be directed to the Drug Abatement Division.
(2) The certificate holder is responsible for updating this operations specification when any
of the following changes occur: •
(a) Location or phone number where the Antidrug and Alcohol Misuse Prevention
Program Records are kept.
(b) If the certificate holder's number of safety-sensitive employees goes to 50 and
above,or falls below 50 safety-sensitive employees.

A. Purpose. KEYSTONE TURBINE SERVICES ("KTS") issues, for the warranty periods specified below,
that all customer engines,modules, components and accessories overhauled and/or repaired by KTS will
be free of defects in material and workmanship for the time periods described..
B. Scope.This warranty program addresses the following engine product lines:

b. Honeywell M250 and LTS-101 Series
C. Outline.This warranty document was prepared per the following outline:

ROLLS-ROYCE MODEL 250 SERIES
The following addresses the three levels of coverage afforded to all customers concerning Rolls-Royce M250
parts and services.
A. NEW PARTS.
1. Embodied Warranty. Anyone who purchases a new M250 part in which KTS embodies said part
is entitled to coverage under this limited warranty. KTS will submit a warranty claim(on behalf
of the customer) for any new Rolls-Royce part that has not exceeded one of the published Rolls-
Royce new part warranty criteria described below:
i. 24 months from date of shipment of the item by KTS (or any other approved FIRST
network facility),or
ii. 1,000 hours of operation(whichever occurs first)
iii. Military-surplus or third party(MA)parts are not covered under this warranty policy
2. Non-Embodied or"Over-The-Counter"Warranty. Anyone who purchases a new M250 part from
KTS as an Over-The-Counter(or non-KTS embodied)spare part is entitled to coverage under this
limited warranty. KTS will submit a warranty claim (on behalf of the customer) for any new
Rolls-Royce part that has not exceeded one of the following warranty criteria described below:

B. JOINT OVERHAUL WARRANTY.
1. Description. The Joint Overhaul Warranty is a shared warranty program between KTS and
Rolls-Royce wherein KTS is responsible to cover appropriate labor costs and Rolls-Royce
will cover new part(s) replacement costs for an item which failed and was overhauled by
KTS.
2. A request for Joint Overhaul Warranty will only be accepted if the cause is a result of an
inherent failure of either a new part or a repaired part installed at last overhaul and the
overhaul-inspected part which failed was previously inspected IAW current overhaul
inspection criteria.
3. Parts coverage is limited to the replacement of the primary failed item and secondary
damaged parts only and does not cover service bulletin or A.D. compliance and/or additional
work requested by the customer.
4. The standard period for this warranty is 9 months or 500 hours of operation for overhaul
inspected parts and workmanship,whichever occurs first.
C. KTS WORKMANSHIP.
1. In addition to warranties provided in paragraph's A and B(above), the customer is
also entitled to our comprehensive workmanship warranty program. All KTS
workmanship is intended to conform to the requirements of the manufacturer and
the applicable provisions of Federal Aviation Regulations. Engines, modules and
accessories overhauled and/or repaired by KTS are warranted to be free of defects
in workmanship performed by KTS for the period of time from the date of shipment
of the engine, module or accessory through to the remaining manufacturer's
recommended calendar life (or TBO), not to exceed a total of three (3) years
(whichever occurs first-see Figure#1).

1. All KTS workmanship is intended to conform to the requirements of the
manufacturer and the applicable provisions of the Federal Aviation Regulations.
Accessories overhauled and/or repaired by KTS are warranted to be free of defects
in workmanship performed by KTS for the period of time as described below:
i. Overhaul: 1,000 hours of operation or two years from date of shipment,
whichever occurs first.
ii. Repair: 500 hours of operation or 6 months from date of shipment,
whichever occurs first.

HOW TO OBTAIN REPAIRS
A. To obtain repairs,the customer must send written notification to KTS of any proposed warranty claim
within 30 days after the alleged defect or nonconformity is discovered or in the exercise of ordinary
diligence should have been discovered.Notification can either be electronic or sent to the following

B. The Customer will then be contacted with shipping instructions and points of contact for processing
of the warranty claim.The customer should not disassemble the item without prior approval from
KTS.
C. KTS must receive the removed the item within 60 days after notification was sent to KTS.
D. KTS will receive and conduct an investigation and render sole decision as to whether there is a valid
defect in material or workmanship after receipt of the item.The customer has the option to be present
during conduct of the investigation.
E. In the event a warranty claim is denied,the Customer has the option to submit additional information
or agree to pay KTS for the required repairs.If the Customer chooses to not proceed with repairs,the
Customer is responsible for any charges incurred to-date(including rental usage and recertification
fees)as well as coordinating the return of their item.
ADDITIONAL TERMS AND CONDITONS
A. All warranties resulting from the installation of parts or materials in engines,modules,accessories,as
well as engine components will be administered in accordance with the applicable original equipment
manufacture's published warranty policy in force at the time/date the claim is submitted to KTS.
B. KTS does not warrant any parts,materials or services supplied by companies other than Rolls-Royce,
Honeywell or its approved facilities. KTS may act on behalf of its Customers in the processing of
any claims or adjustments arising out of,and because of,defective parts,materials,and workmanship
in accordance with approved Rolls-Royce/Honeywell suppliers and their subcontractor's warranties.
C. KTS's liability is limited to the repair and/or replacement,at its option,of the defective parts or
accessories previously overhauled or repaired by KTS. KTS will determine,at its sole discretion,
whether the defect is due to faulty workmanship caused by KTS. In no event shall any warranty
allowances exceed the fair market value to replace the defective item.

D. Defects in workmanship must be discovered before the manufacturer's recommended time between
overhaul has expired and/or the calendar life has elapsed. KTS must be given prompt notice in
writing wherever possible.
E. The engine,module,accessory and/or component must have been installed,preserved,maintained,
and operated in accordance with Rolls-Royce,Honeywell and the airframe manufacturer's directions
and instructions.The item must not have been altered or repaired by anyone outside of the control of
KTS and the item must not have been subjected to,but not limited to,the following items:
1. Misuse,accident or abuse
2. Operator influenced damage(i.e.,FOD,inlet blockage,over temperature,
operation,over torque and over speed events)
3. Operator workmanship flaws
4. Environmental damage such as erosion,corrosion,sulfidation,etc.
5. Operators engine,module or component removal and installation labor costs
6. Transportation costs
7. Rental engine charges
8. Unusual product improvements
9. Repairs not directly associated with the warranted cause for removal
10. Normal wear and tear
11. Normal maintenance activity labor or parts required.
12. Damage from improper storage or preservation
13. Failure of,or primary/secondary damage as a result of,the installation/use of
Third Party parts.
14. Acts of God
15. Terrorism or armed conflict(military or paramilitary)
16. Loss of income and/or profit
17. KTS does not warrant services performed by companies other than KTS.
F. After a notice of a failure has been provided,the engine,module,accessory or component must be
returned to KTS's facility.KTS must be offered the opportunity to perform corrective work at their
facility,unless such work was otherwise previously authorized in writing by KTS.
G. This warranty is extended to the Customer at the time of shipment and may not be assigned without
KTS's prior written consent.
F. Except as otherwise set forth herein,it is expressly agreed and understood that there are no other
warranties, whether expressed,implied or statutory,including warranties of merchantability or
fitness,nor are there any affirmations of fact,guarantees,representations,commitments or promises
by KTS with reference to the workmanship performed and materials provided by KTS.
G. In no event shall KTS be liable,whether in contract,tort,or otherwise for: (a)special,consequential,
incidental or indirect damages arising out of the workmanship performed or material supplied by KTS
in the overhaul or repair,(b)loss of revenues,(c)loss of use of Customer's property or of any
equipment to which Customer's property may be installed,and/or(d)loss of use or damages due to
late delivery. No agreement or understanding varying or extending the terms of this warranty shall be
binding upon KTS unless approved and signed by a duly authorized representative of KTS.

1.0 Introduction
The purpose of this document is to outline the processes and procedures involved with overhauling or
repairing an engine or module (hereinafter referred to as "unit") upon arrival at Keystone Turbine
Services(KTS)facility in Coatesville,PA.
2.0 Project Initiation
Prior to the unit's departure from the customer's facility, the KTS Sales Manager will initiate an
Advanced Input Form (AIF) which documents all information required to complete the requested
maintenance actions. The AIF is then submitted electronically to KTS's Customer Support Center. This
form provides the Production Manager, Shop Technicians, Customer Support, Material Manager,
Shipping and Receiving Clerk, Quality Manager, Warranty Administrator and Invoicing Departments
with all of the necessary information to open, track and complete a formal work order package
specifically prepared for each incoming unit. For scheduled overhauls or repairs, opening a work order
"in advance"of unit arrival allows for the pre-ordering of anticipated new parts and assembly kits to help
shorten overall turn-time. Based upon the information provided via the AIF, KTS further assesses the
requirements of the work order and verifies the capacity/capability to accomplish the requested work. In
particular,KTS accomplishes the following under the direction of the Production Manager:
• Evaluates each requirement via the AIF and clarifies any questions about the workscope or type
of work to be accomplished and also determines what technical data is to be used prior to unit
arrival.
• Verifies the work required is within the authority of KTS as defined by its OEM ratings and FAA
Part 145 Repair Station operations specifications.
• Verifies required parts and materials are available based upon anticipated current requirements.
• Verifies required technical data is available and current.
• Generate a formal work order package which includes the customer name, unit name, part and
serial number and a general description of the work being requested by the customer. Each work
order will be a consecutively numbered document generated through a computer-based
maintenance program, and this number will be used for identification of all maintenance,
alteration or inspections performed on every unit received. The work order contains all of the
forms and records necessary to perform the prescribed work and will remain with the folder
throughout the receiving,cleaning,inspection and reassembly processes
• Verifies supplied documents to determine if the incoming unit may have been involved in an
accident or incident. If there is any suspicion of this having occurred, consultation with the
customer is initiated. If the unit may have been involved in an accident or incident, a special
hidden damage inspection will also be performed and documented.
• Assigns personnel to the work order after verifying qualifications and experience.
3.0 Receiving.
Upon receipt, the Shipping and Receiving Department will complete a Receiving Report documenting
any visible transportation damage as well as the overall condition of the unit prior to disassembly. Any
damage found is noted on the shop workflow sheet and photographic and/or video records are taken.The
shipping container is checked to ensure that an approved logbook(or individual logbook pages related to
that unit), along with copies of an appropriate Purchase or Requisition Order, were also included. Upon
notification, Customer Support will contact the customer to advise of its arrival and to confirm the work

In conjunction with the disassembly, cleaning, and inspection processes, the KTS Quality Department
will verify the unit's current time and cycle status for all life-limited items. Any discrepancies found will
be conveyed to the customer for clarification.
Technicians and inspectors will accomplish a preliminary inspection on the unit during the disassembly
and cleaning process in accordance with the work instructions outlined in the AIF. The following is a
brief description of this process:
• A unit is delivered into the disassembly area where it is disassembled per the work scope identified in
the work order folder. Upon completing this process, all parts are placed onto specially designed
multi-tiered carts with the appropriate work order number displayed prominently on the cart.
• Once disassembly and a preliminary inspection has been completed,the cart is moved to the cleaning
room where all parts will be thoroughly cleaned to remove any accumulated soil, carbon residue,
oxides, grease, paint and other coatings. All parts are cleaned and degreased in accordance with the
stringent requirements outlined in the Rolls-Royce M250-C20 Overhaul Manual.
• All parts are visually inspected to ensure complete removal of organic and non-organic deposits has
occurred, and that no cleaning solution or media is found trapped within any internal air/oil passages
which could affect the subsequent inspection process.After visual inspection, any part susceptible to
atmospheric corrosion receives a Iight coating of preservation oil and placed inside a moisture-proof,
marked,sealed bag.
4.0 Inspection and Quoting.
The following processes and procedures are accomplished in strict adherence to the applicable Rolls-
Royce M250-C20 Series Overhaul Manual;, Operations and Maintenance Manual; Illustrated Parts
Catalog; Maintenance and Component Repair Manuals; Commercial Engine Bulletins (CEB's) and
Service Letters (CSL's) along with other FAA and OEM-related documentation and reference material.
The KTS Quality Department is solely responsible for managing an active technical manual revision
service which maintains and updates each to insure the latest information and configuration data is
available for all technicians IAW guidelines provided by Rolls-Royce and FAA procedures.
Once individual parts cleaning has completed,the cart is transported to a special inspection"clean zone"
which is separate from all other areas within the facility.The only task authorized to be performed within
this area is that of conducting the formal inspection process—no other outside work is authorized. This
centralized location places all designated inspectors, inspection and related forms, testing and measuring
equipment, appropriate overhaul and other Rolls-Royce, FAA and other related technical and reference
manuals and publications as well as KTS Quality Inspectors within one common area. All removed
bearings are delivered to the separately designated Bearing Inspection room for further cleaning,
inspection and preservation.
An appropriately qualified and certified Quality Inspector ensures continuous monitoring of all
progressive (in-process) inspections is performed properly and the results of each inspection are
documented. The requirements for, and frequencies of the in-process inspections are determined by the
applicable Rolls-Royce Instructions for Continued Airworthiness (e.g.,maintenance, repair and overhaul
manuals), Service Bulletins, Service Letters, Airworthiness Directives and/or other data acceptable to, or
approved by,the FAA.
Note: Prior the start of the formal inspection process, certain parts (identified based upon KTS's
experience)which require an initial pre-machining step(i.e.,turbine nozzles,power turbine shafting, etc.)

are routed for this process to be completed prior to finalizing the inspection process.This procedure helps
to insure that each parts total overall serviceability status is verified and documented prior to completion
of the inspection process.
Once the inspector has completed reviewing the unit's time and life cycle history worksheet along with its
current service bulletin compliance status, the formal inspection process begins. Each item's applicable
part and serial number is recorded on the appropriate module inspection form.The parts overall condition
"as received" is noted (i.e., worn, broken, cracked, etc.) along with its final disposition (repair, replace,
reinstall, exchange, etc.).Those parts which meet overhaul inspection criteria but require non-destructive
test(NDT) per the Rolls-Royce M250-C20 Overhaul Manual are evaluated first and the results noted on
the inspection documents.The inspector appropriately tags and segregates each part on the cart to ensure
no metal-to-metal contact occurs as well as all removed parts are identified as belonging to that specific
serial numbered unit.
When a record of inspection by dimension or test(e.g. CMM,NDT,Rockwell Hardness, etc.)is required
per applicable Rolls-Royce technical data and instructions,the results are obtained utilizing KTS provided
and calibrated testing and measuring equipment. The results are recorded on the appropriate worksheet
and included in KTS's work order package along with the inspector's stamp and signature or initials.
Once all parts have completed the formal inspection process, the work order folder is delivered to the
Quality Department for final review and approval. During review, if a Quality Inspector observes
maintenance step(s)or function(s)were accomplished incorrectly,that task is immediately brought to the
attention of the appropriate inspector.It is that inspector's responsibility to correct any deficiency in order
to ensure proper completion of the inspection process. Once the deficiency has been corrected and
checked,the entire work order folder is delivered to the Production Manager for his review and approval.
Upon completing his review he will declare the work order"Inspection Complete."At that time,copies of
all appropriate inspection forms, time/cycle and service bulletin and modification documents are
forwarded to Customer Support to begin the after-inspection quoting process. The work order folder is
returned to its respective cart which is then covered and moved to a secure holding area to await further
disposition.
After Customer Support has reviewed all inspection and time/life and service bulletin documents
provided by the Production Manager,the Final Service Proposal is prepared,reviewed,and dispatched to
the customer for formal approval to proceed.
5.0 Parts Restoration and New Parts.
The following describes the processes and procedures involved once the after-inspection quote has been
reviewed and approved by the customer.
Upon receipt of a signed, approved quotation all parts identified as requiring further repair are dispatched
to the appropriate in-house rework departments (e.g., welding, machining, plasma spray, heat treat,
turbine nozzle flow check and adjust,etc.-Figure 2)per individual trip tickets attached to each part.Each
trip ticket identifies the part and reflects the work order number, part and serial number, along with
outlining in detail all of the specialized repair processes involved to return the part to"like new"status.

Certain parts requiring detailed specialized repairs (e.g. application of proprietary compressor wheel
coating or chrome, cadmium or nickel plating as well as diffuser vane assembly repairs, etc.) which are
beyond the capability of KTS are dispatched to approved Rolls-Royce designated Authorized Repair
Facilities (ARF's) for completion. Each part is identified and accompanied by a valid purchase order and
assigned a unique tracking identifier number.
All parts provided will be genuine Rolls-Royce new, serviceable or overhauled status issued from KTS's
stockroom first. Any identified shortages are immediately ordered from our Rolls-Royce approved single
supplier for all M250 unit parts (Avian, Inc.) utilizing a sequential purchase order tracking system.
Serviceable material, when authorized for installation, will only be obtained from qualified Rolls-Royce
approved vendors—no PMA parts will be installed. All received parts must pass our stringent receiving
inspection program conducted and documented by the Quality Department.Copies of applicable purchase
orders and packing lists are used to verify receipt of material ordered as well as verifying applicable serial
numbered items received. All documents are maintained for three years to insure traceability of every
part.
During the material issuing process, each technician assigned to a unit will continuously maintain and
update a completions list which tracks all material(and other shortage items)and provides this update to
the Production Manager on a daily basis. Once all replacement parts, sub-vendor items and in-house
repaired parts have been returned to the cart, the Production Manager will certify that the unit is now
ready for reassembly. Customer Support will contact Rolls-Royce and the on-site Unit Technician (if
applicable)to advise the unit is ready for final assembly.
6.0 Final Assembly and Testing.
The following processes and procedures are involved during final reassembly of a unit:
• Initial sub-assembly. Each cart is delivered to the assembly area where trained technicians begin the
sub-assembly process (Figure 3). This process includes such items as lapping of the compressor
impeller (to establish a tight contour against the shroud) and the alignment build procedure for the
turbine and gearbox modules (mandated by Rolls-Royce). Also spin balancing of any rotating
components is completed and documented.

• Final Assembly. Once sub-assembly has been completed, all major units and accessories are mated
together during the fmal assembly process. All clearances are recorded on special assembly forms
along with appropriate supervisory and Quality review and approval stamps placed.
• Inspection. The Quality Department performs and documents a detailed, 42-point safety check prior
to the unit being released for test.
• Accessory Pre-rigging and Adjustment (if required). Prior to conducting a full performance engine
test, each unit's fuel control is adjusted to the maximum fuel flow (high) setting for test purposes.
After test, it is readjusted back to their applicable airframe-specific settings which were recorded
during receiving. Also, the fuel control and power turbine governor levers are checked to insure full
range of travel while verifying that both total idle cut-off and maximum fuel flow ranges are
achieved. All other engine indicating and controls are simultaneously tested and adjusted as required
during the full performance test.
• Performance Testing (if required). Trained and certified Unit Test Cell Technicians prepare
reassembled units and modules for a complete full performance test IAW criteria established in the
applicable Series Overhaul Manual. This full performance test includes installation of the unit onto
the test cradle and connecting over 18 pieces of testing hardware, sensors and related equipment.
After a FOD prevention walk is performed inside the test cell along with a personal tool check and
accountability conducted, an initial unit"motor over"is performed to ensure proper oil and fuel flow
pressures are obtained.Next, a complete start is performed. After reaching specified self-sustainment
parameters (58% to 62% Ni speed), the engine is operated for 5 minutes then shutdown. This
procedure helps identify any immediate oil, air or fuel leaks which are corrected prior to the engine
being operated at its full power settings. Finally, the multi-step full performance test process begins.
The goal of this test is to ensure each engine or module is operating properly with no excessive
vibrations, oil consumption or other anomalies observed while meeting or exceeding the minimum
shaft horsepower(SHP),temperature and other requirements established within the Rolls-Royce C20
Overhaul Manual.Figure 4 reflects our full data capture,digital test cell.

• Notification. Customer Support will contact the customer to advise them of the test results and
receive further disposition instructions.
• Preservation. Once the engine has passed all performance criteria and is acceptable for return to
service, the final procedure performed is a fuel system drain and preservation process using #1010
grade preservation fluid per MILSPEC MIL-PRF-6081. The digital test cell has the capability to
perform this step automatically at the conclusion of an acceptable test run while the engine is winding
down prior to its physical removal from the test cell. The engine or module is removed from the test
cell and a final test cell certificate is produced and included within the engine or module logbook.
7.0 Final Inspection and Approval for Return to Service.
Final Inspection. The tested engine or module is then returned to the final assembly area for a post-test
inspection, cleaning and the application of torque striping and additional safety wiring of appropriate
items.A final quality inspection is accomplished then is preserved for long-term storage utilizing a heavy-
gauge polyethylene bag with several pouches of desiccant and a humidity indicator placed inside. All
remaining air is evacuated and the bag sealed. The unit is installed back into the reusable shipping
container it was received in along with an updated logbook and any required shipping forms.The Quality
Department completes a Maintenance report with one copy placed in the unit logbook, the second copy
maintained within the work order file, and a third copy mailed to Rolls-Royce to provide them with a
source of continuous,detailed,accurate reliability information.
Customer Support will contact the customer to advise them of the unit's method of shipment and tracking
information.
Prior to generating an FAA Form 8130-3 (Authorized Release Certificate), the Quality Department will
inspect the unit and audit the work order package to determine whether:
• The work was accomplished in accordance with the work requested.

• Each task was accomplished (or determined to be non-applicable) to the workscope requested and
contains the technician's signature or initials indicating that the task has been accomplished on the
appropriate work order package document.
• Each inspection required by the work order package has been satisfactorily completed and recorded
on the applicable document.
• Any discrepancy has been corrected.
Once final inspection of the work order package is complete, an appropriate description of the work
performed is entered on the FAA Form 8130-3 and a person designated, authorized and listed on KTS's
roster to approve articles for return to service signs the form. The FAA Form 8130-3 clearly shows in
Block 13 the general scope of work performed, references the principal documents used to perform the
work,and includes the following language:
"A Complete Description of Work Performed is on File at the Above Referenced Organization Under the
Work Order and System Tracking Reference Number Indicated in Blocks 3 and S. NOTICE: An
Airworthiness Directive may apply to the article(s)described hereon."
Concurrently, any overhaul, repair or other maintenance activity performed by KTS relating to each
engine,module, component or accessory received will have its appropriate logbook forms and/or records
revised or new records initiated and included in the logbook. Photocopies are produced by the KTS
Quality Department and placed within the work order folder which is maintained for three years. At the
end of three years the customer will be contacted to ascertain whether they wish to take possession of
these documents. If the customer declines the documents will be destroyed.
Each customer receives an original FAA Form 8130-3 along with a signed copy of the work order and test
cell certificate documents (as required). The KTS Quality Department also completes a HAZMAT
Certification (if required) along with a Rolls-Royce M250 Report with one copy placed inside the
unit/component logbook, while a second copy is placed within the work order file. The third copy is
submitted to Rolls-Royce to provide them with detailed reliability information. The unit is then released
for return to the customer.
8.0 Non-Repairable and Scrap Material Disposition
All material removed from customer units deemed non-repairable or scrap is individually tagged and
placed inside a box identified with the applicable work order number and sealed. At the direction of the
customer each box is either returned upon completion of the unit or placed inside our designated,secured
storage cage and held for 60 days,then mutilated and disposed IAW RRC,FAA and KTS Repair Station
Manual guidelines and procedures.
This concludes the Work Plan document.

are ISO 14001:2004, ISO 9001:2008 and C-TPAT II and ISA certified.
