The attached Resolution authorizes the Mayor of the City of Omaha to apply for and accept a
Nebraska Affordable Housing Trust Fund (NAHTF) grant of $500,000.00 from the Nebraska
Department of Economic Development. The City will use the NAHTF funds for the
rehabilitation of 17 owner-occupied housing units located east of 72nd Street with targeted
priority areas in the Deer Park neighborhood.
The estimated cost for the rehabilitation of 17 homes is $840,000.00, comprised of$500,000.00
in NAHTF funds and $340,000.00 provided from Community Development Block Grant and/or
Lead-Based Paint Hazard Control grant funds.
This grant application will assist the City to implement the Single-family Rehabilitation Program
in the 2015 Consolidated Submission for Community Planning and Development Programs
Action Plan that was approved by the City Council on February 24, 2015 by Resolution No. 127.

Homeowner Rehabilitation Program; Congressional District#2
Project Summary
The City of Omaha requests $500,000 in 2015 Nebraska Affordable Housing Trust Fund assistance
through the Nebraska Affordable Housing Program (NAHP) for the City of Omaha Homeowner
Rehabilitation Program. The NAHP funds will be matched with $340,000.00 in City of Omaha
Community Development Block Grant to assist seventeen (17) homeowners with the rehabilitation of
their owner-occupied houses.
Any owner-occupied homes in the older areas of Omaha, areas located east of 72 Street, will be eligible
for assistance under the program. The program will give an emphasis to the Deer Park neighborhood, a
Redevelopment Plan, which has been formally adopted by the Omaha City Council for the neighborhood.
The formal plan, establish specific boundaries, and owner-occupied rehabilitation project applications
received from owners within these boundaries will be given priority.
Marketing efforts will be given to homeowners located within the Deer Park neighborhood — generally
located between I-80 and Martha Street, from 15th to 20th Street.
The Deer Park Redevelopment Plan area contains about 571 owner-occupied homes, with about 29
percent of the households with incomes below the poverty level, and about 21 percent of the homes are in
fair or poor condition.
The Omaha Homeowner Rehabilitation Program will revitalize the neighborhood through complete
exterior rehabilitation and necessary interior rehabilitation of owner-occupied houses. All housing units
assisted with NAHP funds will meet full NDED Rehabilitation Standards and the Omaha Property
Maintenance Code. A healthy homes inspection will also be performed on all houses inspected. The
Program will rehabilitate a minimum of 17 homes with NAHP assistance. The assistance will be in the
form of a 5-year grant agreement.
Eligibility is open to low- and moderate-income homeowners (80% of AMI or less). The City of Omaha
Target Area Program Homeowner Financing Guidelines underwriting standards will be applied in the
Program. The Homeowner Rehabilitation Program will not include permanent relocation nor demolition
activities.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the City of Omaha, Nebraska is an eligible unit of local government
authorized to file an application under the Nebraska Affordable Housing Act for Nebraska
Affordable Housing Trust Fund (NAHTF) assistance; and,
WHEREAS, the City of Omaha, Nebraska, has obtained citizen comments on
housing and community development needs, and on April 8, 2015 conducted a public hearing on
an application for NAHTF funding to rehabilitate owner-occupied homes located east of 72"d
Street with targeted priority areas in the Deer Park, Columbus Park and Prospect Village
neighborhoods and received favorable public comment respecting the project; and,
WHEREAS, the rehabilitation of low- and moderate-income owner-occupied
homes is a priority of the City's Consolidated Submission for Community Planning and
Development Programs and the Single-family Rehabilitation Program is included in the 2015
Action Plan approved by the City Council on February 24, 2015 by Resolution No. 127.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the Mayor is hereby authorized to execute all necessary documents and
amendments with the State of Nebraska Department of Economic Development to secure a
Nebraska Affordable Housing Trust Fund grant in the amount of Five Hundred Thousand and
no/100 Dollars ($500,000.00) for the Single-family Owner-occupied Rehabilitation Program to
rehabilitate a minimum of 17 owner-occupied houses within an area generally east of 72" Street,
with targeted priority areas in the Deer Park neighborhood.
